The People’s Business – July 19, 2022

Three committee meetings close a busy week at City Council.   The ATI Committee will convene at 1 p.m. on Wednesday, while the PS & LN Committee will meet at 6 p.m to discuss an ordinance that would update Police Department procedure on properties left unsecured and procurement of a competitive contract with a board and secure vendor.  The Environment Committee will consider Zero Emissions Building Policies.

Beyer Park SiteItem 1 - Acceptance of donation and agreement with Casa Familiar for S00752 Beyer Park Development – While applying for Prop 68 grant funding for Beyer Community Park, Casa Familiar offered to donate $387,600 to S00752 Beyer Park Development on the condition that certain items be added to the scope of the project.


 


 


Item 2 - Awarding a contract to Stantec Consulting Services Inc. for professional design and construction support services for the replacement of the Rancho Bernardo Industrial Pump Station (H2125936) – This item requests approval of an Ordinance to award a contract to Stantec Consulting Services Inc. for professional design and construction support services for the replacement of the RBI Pump Station.

CIPItem 3 - Amendment to the Municipal Code and Council Policies for Capital Improvements Program (CIP) and Infrastructure Process Improvements and Streamlining - This action will authorize amendments to the San Diego City Municipal Code in order to accommodate the growing budget, contract sizes, and workload for capital improvements. The action will also update Council Policies to ensure that streamlining measures are paired with enhanced transparency and accountability, including a new Customer Service Council Policy, and authorize amendments to CP000-31 on Capital Improvement Program Transparency. If all of the following items are implemented, it is estimated that this will save an average of approximately four to six months on project schedules, in addition to savings in staff labor hours and associated cost savings of the CIP annual budget as outlined below.


 


Pump Station 2 ContractItem 4 - Time Extension of Construction Contract (K-17-1456-DBB-3) Pump Station 2 Power Reliability & Surge Protection Project with Steve P. Rados, Inc - The construction contract was originally executed for four years and extended via change orders to an end date of October 19, 2021. This action will approve an ordinance authorizing the extension of the obligations under Contract K-17-1456-DBB-3 for an additional 41 months from July 2022 to December 2025, to allow for project completion.


 


Item 5 - Extension of Construction Contract (K-17-1401-DBB-3) with West Coast General Corporation and Third Amendment to Consultant Agreement (H146059) with Michael Baker International for 69th and Mohawk Pump Station Project – This is a Requested extension until December 31, 2023 at no cost increase for the remaining construction operation. In addition, the requested Third Amendment to Michael Baker International (MBI) Consultant Agreement is to extend the contract until June 30, 2024 and increases the contract amount, not to exceed, $161,875 for design and construction support services necessary for the construction project completion.

Public Safety and Livable Neighborhoods Committee Meeting – July 20, 2022 – 6 p.m.

Item 1 - Amendment to the Municipal Code to declare unsecure structures a public nuisance and authorize Fire-Rescue and Police Department to abate unsecure structures under certain conditions – Buildings and residences with broken or damaged windows or doors invite intrusion, vandalism, theft, malicious mischief, or other criminal activity and have a detrimental effect on the health, safety, and welfare of the public. To address such situations, the Police Department proposes amending the San Diego Municipal Code to declare such unsecure structures a public nuisance and authorize members of the Police and Fire-Rescue Departments to summarily abate unsecured structures under certain conditions.


 


HomelessItem 2 - San Diego Homeless Experienced Advocacy and Leadership (HEAL) Network: Perspective on Homelessness & Solutions – The Homeless Experienced Advocacy & Leadership (HEAL) Network presentation will provide a perspective on homelessness and solutions. The presentation will review the realities of being homeless from those with lived experience and include recommendations within the HEAL Networks 2022 Policy Priorities areas. This is an informational item only.

Item 3 - Informational Update: Community Action Plan on Homelessness for the City of San Diego – At the request of Committee Chair Council President Pro Tem Monica Montgomery Steppe, an informational report will be presented on the Community Action Plan on Homelessness for the City of San Diego. RTFHItem 4 - Regional Task Force on Homelessness Continuum of Care Advisory Board Ad Hoc Committee on Addressing Homelessness Among Black San Diegans Updates – The San Diego Regional Task Force on Homelessness (RTFH) will provide a presentation on the work of the Continuum of Care (CoC) Board’s Ad Hoc Committee to Address Homelessness Among Black San Diegans. The presentation will provide an overview on RTFH’s racial disparity reports, the establishment and purpose of the committee, and the recent report and recommendations adopted by the CoC Board.

Item 1 - Award Contract to ADS Corp. for Wastewater Flow Monitoring Equipment, Software and Services - (RFP 10089830-22-J) – This request is authorizing the execution of a contract with ADS Corp., the successful proposer to Request for Proposal, for Wastewater Flow Monitoring Equipment, Software and Services. This Agreement shall be for a period of two years beginning on the Effective Date with three one-year options to renew.


 


Item 2 - Award Contract to Southwest Pipeline & Trenchless Corporation for As Needed Cured-in-Place Pipe (CIPP) Lining - (RFP 10089822-22-J) – This action is to request authorization and council approval to execute a five year as needed agreement with Southwest Pipeline & Trenchless Corporation for an amount not to exceed $3,791,250 for trenchless reconstruction services of the existing sewer gravity mains and service laterals, by forming a new pipe within an existing deteriorated pipe.

Moreno Pump Station Contract


Item 3 - Authority to Approve Construction Change Orders (CCO) for K-21-1807-DBB-3-A Morena Pump Station – This action will adopt a resolution authorizing the Mayor, or his designee to issue one or more construction change orders for the Morena Pump Station to address the dewatering changed condition to the construction contract with Flatiron West, Inc. for a total amount not to exceed $20,000,000.


 


 


 


Building Solar PanelsItem 4 – Zero Emission Municipal Building and Operations Policy - The Zero Emissions Municipal Buildings and Operations Policy (ZEMBOP) was developed in response to zero emissions targets established in the updated Climate Action Plan. The policy implements measure 1.3 Decarbonize City Facilities and measure 2.2 Increase Municipal Zero Emission Vehicles as outlined and detailed in the CAP. The CAP update calls for the entire city to reach net zero emissions by 2035. ZEMBOP establishes an implementing framework to ensure the City leads by example in decarbonizing the municipal building sector and transitioning to a zero emissions fleet.


 


Item 5 - First Amendment to As-Needed Contract H176852 with Kitchell CEM for Construction Management Services – This First Amendment for As-Needed Contract H176852 proposes to extend the length of the contract two more years, making it effective until May 17, 2025. Furthermore, it proposes to add an additional $3,000,000 to the potential contract value, with a total potential contract amount not to exceed $4,000,000. The increased contract length and funding opportunities will allow the Sustainability and Mobility Department’s as-needed consultant, Kitchell CEM, to, among other activities, complete an assessment of natural gas-burning equipment in City buildings to determine the scope and cost of upgrades necessary to achieve the City’s goal of zero emissions municipal facilities by 2035.
