Three committee meetings wrap up a big week at City Council.  The Audit Committee will discuss its analysis of the Code Enforcement Division.  The ED & IR Committee considers authorizing money from a settlement to be spent on behavioral health services.  LU & H Committee members will discuss possible changes to operating procedures to community planning groups.

City AuditorItem 1 - Performance Audit of the Development Services Department’s Code Enforcement Division – The Office of the City Auditor conducted this audit to determine whether the Code Enforcement Division (1) Obtains and uses accurate and reliable data to inform operational decisions; (2) Optimizes compliance timeframes; and (3) Enforces policies and practices equitably and consistently across the City.  the City Auditor will present recommendations.


 


Item 2 - City Auditor’s Monthly Activity Report – This Monthly Activity Report provides information on the Office of the City Auditor’s activities as of May 31, 2022. This includes any audit reports issued during the month of May 2022, the status and stage of current audit projects, and a list of planned audits that have not yet started.

Economic Development and Intergovernmental Relations Committee Meeting – June 15, 2022 – 2 p.m.

Item 1 - Authorization of a Five-Year Corporate Partnership Agreement with Service Line Warranty of America (SLWA) to be the Preferred Service Line Warranty Partner of the City of San Diego – Corporate Partnerships and Development is proposing to enter into a Corporate Partnership Agreement with SLWA to be the City’s “Preferred Service Line Warranty Partner”. This partnership is anticipated to provide approximately $1,261,250 in revenue during the five[1]year contract term.


 


Item 2 - First Amendment to Agreement for Behavioral Health Impact Fund with the County of San Diego – On March 10, 2020, the San Diego City Council authorized a settlement between the City and the County related to a lawsuit known as City of Chula Vista, et al. v. Sandoval, which resulted in the parties signing the Agreement to make available $25,000,000 of disputed funds in the lawsuit for defined one-time, capital projects that would serve behavioral health needs in the City of San Diego.  This item would authorize the city to spend the funds consistent with the goals of increasing capacity and access to behavioral health services in the City of San Diego.


 


SANDAG logo Item 3 - The 2021 Regional Transportation Plan & SANDAG’s Youth Opportunity Pass Pilot Program - SANDAG staff will provide an informational briefing on the 2021 Regional Transportation Plan and the Youth Opportunity Pass pilot program, which provides free transit passes to youth.


 


Item 4 - Bridge to Home Notice of Funding Availability Round Two Informational Update - The Economic Development Department has completed Bridge to Home Notice of Funding Availability Round Two process to increase the new construction, acquisition, or rehabilitation of housing that will provide long-term affordability to individuals and families at or below 80% of area median income. Next steps include agreement preparation for each recommended Bridge to Home project and future docketing for City Council consideration.

McGonical CanyonItem 1 - Authorize Expenditure of Funds to Acquire Land to be used for McGonigle Canyon Neighborhood Park –  This item requests funding in the amount of $3,295,411.46 for the City of San Diego’s acquisition of a 6.152-acre property located in the Pacific Highlands Ranch Community for the McGonigle Canyon Neighborhood Park. The City’s acquisition of the property was required in a 1998 Park Purchase Agreement between the City and Tri Pointe Homes.


 


Item 2 - Fifth Amendment to Renew Lease at 525 B Street, San Diego, between I&G 525 B Street, LLC and the City of San Diego - The City currently occupies 128,210 square feet of office space and utilizes approximately 5,239 square feet 2 of storage space. Three critical City departments occupy the space including Engineering and Capital Projects, the Public Utilities Department and the Fire-Rescue Department.   The Lease currently expires on June 30, 2022. The City desires to renew the Lease for an additional thirty-nine.


 


Surplus LandItem 3 - Declare 3,645 square feet of City-owned real property on 40th Street near El Cajon Blvd, San Diego, CA “exempt surplus land” pursuant to California Government Code section 54221(f)(1)(B) and (E) and authorize the sale of the property to Iwashita Real Estate Development, LLC, O’Conner Real Estate Development, LLC, and HDP Opportunity Partners, LLC – This item would declare 3,645 square feet of City-owned real property on 40th Street near El Cajon Blvd, San Diego, CA “exempt surplus land” and authorize the sale of the property to Iwashita Real Estate Development, LLC, O’Conner Real Estate Development, LLC and HDP Opportunity Partners, LLC.

Item 4 - Contractor Transparency Amendment to the Municipal Code - The goal of this ordinance is to create a culture of safety and legal compliance citywide while ensuring that labor standards are upheld. This ordinance seeks to advance the protection of workers’ rights; end labor exploitation by rooting out labor violations and unqualified operators; protect law-abiding contractors; and provide economic justice in the contracting process.


 


Item 5 - Proposed Amendments to Council Policy 600-09; Community Planners Committee; and Council Policy 600-24: Standard Operating Procedures and Responsibilities of Recognized Community Planning Groups; and the San Diego Municipal Code – Proposed changes include:



  • Update individual governing bylaws and create new advisory documents such as Ethical Standards and a Community Participation and Representation Plan

  • Take ownership of their own official documents and records

  • Consider designating seats for renters, stakeholders and business representatives to ensure voting members are representative of the broader community

  • Prohibit attendance requirements for annual election vote or candidacy

  • Collect demographic data of existing and new CPG voting members and the community at large and submit to the City as part of its annual report

Item 6 - City of San Diego Eviction Prevention Program Informational Workshop – The City of San Diego Eviction Prevention Program (EPP) helps renters with low income in the City of San Diego who are facing eviction for not paying their rent due to the financial effects of the COVID-19 pandemic.  An informational workshop will be presented regarding the City of San Diego Eviction Prevention Program.
