The Select Committee on SDHC Oversight and Reform will review the Housing Commission’s strategic plan.  The City Council will meet early at 11am to allow more time to consider items pertaining to the 101 Ash and Civic Center Plaza settlement, the Safe Parking Program and an affordable housing project in the East Village of Downtown San Diego.

Item 1 – San Diego Housing Commission Strategic Plan - At the request of Committee Chair Councilmember Stephen Whitburn, the San Diego Housing Commission will provide an informational presentation about the Housing Commission’s Strategic Plan for Fiscal Year (FY) 2022 – 2024. The Strategic Plan serves as a roadmap for the Housing Commission, guiding the agency’s decisions, initiatives and day-to-day efforts for the next three years. This Strategic Plan also can be updated, as needed, to address changing circumstances. This Strategic Plan builds upon the agency’s previous Strategic Plans.

Item 602 - Proposed Settlement Agreement Involving Acquisition of the 101 Ash Street and Civic Center Plaza Properties – Presented for City Council consideration is a proposed settlement agreement negotiated among the following parties: (a) the City of San Diego; (b) Cisterra Partners, LLC (Cisterra) and its affiliates, as the owner of the 101 Ash Street and Civic Center Plaza; and (c) CGA Capital and its affiliates, as the lender for Cisterra’s earlier acquisition of the Properties. The settlement proposal stems from extensive mediation sessions managed by retired Magistrate Judge Jan Adler and is memorialized in a proposed Settlement Agreement and Mutual Release and explained in the City Attorney’s accompanying report. Item 601 - Amendment to Council Policy 000-02 and Submission of Council Budget Priority Memoranda – The proposal amends the annual budget process, and associated Council policies, to move up the time in which the City Council submits the budget priority memoranda to the Independent Budget Analyst, as well as the date of adoption of the Budget Priorities Resolution. These amendments would align both the submission of priority memoranda for both Budget Priorities and CIP projects into a cohesive submission to the Mayor’s office for consideration.

Item 603 - Non-Profit Agreement with Jewish Family Service for the Safe Parking Program - Since 2020, the City of San Diego has funded the Safe Parking Program, operated by Jewish Family Service. The City seeks to enter into a non-profit agreement with Jewish Family Service to continue the program in Fiscal Year 2023 and expand services to offer 24-hour availability at applicable lots.


 


 


13th BroadwayItem 600 - 13th & Broadway Affordable Housing (North Side of Broadway between 13th and 14th streets) in the East Village Neighborhood of the Downtown Community Plan area – First Implementation Agreement to Disposition and Development Agreement with Chelsea Investment Corporation, Ratification of City’s Authorization of Joint Funding Applications, and Waiving San Diego Municipal Code 143.0540 - On February 11, 2019, the City Council approved the agreement. The proposed Scope of Development contemplates a 14 story, 273-unit development with 270-rent and income restricted units serving households earning between 30% and 60% of the area median income, 3 managers units, 64 parking spaces, and approximately 3,200 SF of retail space. The City will also acquire an adjacent 10,000 square foot parcel from Chelsea Investment Corporation which will be developed as a new East Village Fire Station. The City will provide financial assistance for the Project in the total amount of $14,640,000.
