The People’s Business – November 15, 2022

The holiday crunch is underway with seven committee meetings this week.  Wednesday’s meetings include PS & LN, which will get an update on the status of the Falck franchise agreement and hear an annual report on the Joint-Use Program.  ATI will consider a Street Preservation Ordinance which would adjust the Street Damage Fee Schedule.

Item 1 - First Amendment to Contract with University of California San Diego (UCSD) to provide medical/behavioral health direction and clinical oversight for Emergency Medical Services – The Emergency Medical Services Division of the Fire-Rescue Department has a Consulting Agreement with UCSD Medical Center to provide medical and behavioral health direction and clinical oversight for the City’s Emergency Medical Services and Community Health Program (Agreement). The term of this Agreement expires on January 19, 2023. This request is to extend the term of the Agreement with UCSD Medical Center to September 19, 2027 and increase the Agreement by $2,432,182 for a total not-to[1]exceed amount of $2,621,479.

Item 2 - Fiscal Year 2022 Urban Area Security Initiative Grant Program – This item would approve a resolution to apply to the California Governor’s Office of Emergency Services to implement FY 2022 Homeland Security Grant Program (HSGP) and execute all agreements necessary for the purpose of implementing the program, contingent upon funding being secured.  It would also authorize accepting and spending $16,696,000 and any additional grant funding awarded under FY 2022 HSGP, if secured.


 


Item 3 - Award of Contracts to Baker & Taylor, LLC and Midwest Tape, LLC to provide library books, audio visual materials, and processing services – This item would award contracts to two vendors for the purchase of library books and audio[1]visual materials that would be circulated to library patrons. Baker & Taylor, LLC would provide library books in print format. Midwest Tape, LLC would provide audio-books, music CDs, and DVDs. The total award would not exceed $17,500,000. Purchases would be made using both general funds and donated funds.

FalckItem 4 - Falck Contract Update – The City executed a contract with Falck Mobile Health Corp. (Falck) on June 1, 2021 to provide Emergency Ambulance Service, 9-1-1- Response, Advanced Life Support Transport, and Standby Service. This report is an update to the Public Safety and Livable Neighborhoods Committee regarding the status of the contract.

Item 5 - Library Master Plan Framework Informational Update – This item would request that the Public Safety and Livable Neighborhoods Committee recommend forwarding the Library Master Plan Framework report to the City Council and provide a status of the Library Master Plan as an informational item.  The Library Master Plan Framework was presented to the Public Safety and Livable Neighborhoods Committee on September 22, 2021 as an informational item. On November 3, 2021, the Library Board of Commissioners voted to present the Library Master Plan Framework with amended language and recommended forwarding the report and presentation to City Council.


 


 


 


Item 6 - Annual Report on the City's Joint Use Program with School Districts – The City partners with multiple school districts and one community college district to provide joint use facilities for the benefit of its residents.  This annual report of the Joint Use Program is intended to comply with the reporting requirements listed in Section D of Council Policy 700-35, Development of the City’s Joint Use Program with School Districts updated November 8, 2021

Item 7 - Update on Your Safe Place – A Family Justice Center – This item provides an informational update on Your Safe Place (YSP) – A Family Justice Center and how YSP continues to respond to survivors’ needs following the COVID-19 pandemic.

Item 1 - Ratification of Seventeen (17) Engineering and Capital Projects FY22 Emergency Sole Source Contracts – Pursuant to Section 22.3108 of the Municipal Code, Public Works Projects contracts may be awarded without advertisement to address public safety and health issues due to extraordinary fire, flood, storm, and other disasters, provided that the Mayor immediately reports the emergency award to the City Council and the City Council subsequently ratifies the award by resolution of a two-thirds vote.  The list of projects can be found by clicking on the agenda and the agenda item.


 


West Mission Bay BridgeItem 2 - Time Extension - Contract #K-18-1472-DBB-3 with Flatiron West Inc., for Construction Services for the West Mission Bay Drive Bridge over San Diego River Project – This action will authorize time extension of Contract # K-18-1472-DBB-3 with Flatiron West Inc., for the purpose of providing construction services for the West Mission Bay Drive Bridge over San Diego River project. Contract # K-18-1472-DBB-3 has an expiration date April 11th, 2023. This action would extend the expiration date for an additional 14 months to June 30th, 2024.

Item 3 - Proposed Updates to City Council Policy 800-14 Prioritizing CIP Projects and Council Policy 000-32 for Neighborhood Input on Infrastructure Needs and Priorities – This item would adopt a resolution to amend Council Policy 800-14 to update CIP project priority rankings for the equitable and efficient delivery of infrastructure that is aligned with the City’s climate goals. It would also adopt a resolution to amend Council Policy 000-32 to ensure that neighborhood input on infrastructure priorities is equitable and efficient, and that it is truly representative of the people who live in the City.


 


Street preservation


Item 4 - Street Preservation Ordinance-Amendments to the Municipal Code related to public right-of-way management – Adopt an Ordinance amending Municipal Code Sections 62.11 and 62.12 related to excavations in the public ROW. Adopt a Resolution adjusting the existing Street Damage Fee to be 100% cost recoverable and automatically adjust the Street Damage Fee Schedule every year on July 1st based on the Consumer Price Index


 


 


Item 5 - Fiscal Year 2023 Capital Improvements Program (CIP) Mid-Year Budget Monitoring Report and CIP Budget Revisions – The CIP Mid-Year Budget Monitoring Report presents a semi-annual review and monitoring overview of the City’s CIP available allocations and key funding source activity. This includes a request for City Council to approve budget adjustments that supplement the City’s capital budgeting and internal monitoring processes.


 


Item 6 - Authorize the Appropriation and Expenditure of $128 million of U.S. Environmental Protection Agency Water Infrastructure Finance and Innovation Act (WIFIA) Program Loan Funds – The City executed a Water Infrastructure Finance and Innovation Act (WIFIA) Master and Credit loan agreements on August 9, 2022, with the Environmental Protection Agency to fund critical Stormwater infrastructure needs. The WIFIA loan structure allows for issuance of up to three credit loan agreements over 5 years under the Master Loan Agreement for a maximum amount of $359.2 million.


 


Item 7 - Authorize an Agreement a with HDR Engineering, Inc. for Stormwater CIP Program Management and Engineering Design Services (H2226019) – This item would execute an agreement HDR Engineering, Inc. to provide As-Needed As- Needed Stormwater Capital Improvement Program Management and Engineering Design services in an amount not to exceed $75,000,000 contingent upon the Chief Financial Officer first furnishing one or more certificates certifying that funds necessary for expenditure are, or will be, on deposit with the City Treasurer.

Item 8 - Sidewalk Maintenance & Replacement Update – The purpose of this presentation is to provide the members of the Active Transportation and Infrastructure Committee a general overview and update of the Transportation Department’s sidewalk maintenance and replacement programs.
