Special Economic Development and Intergovernmental Relations Committee Meeting – November 17, 2022 - 9 a.m.

Item 1 - City of San Diego Public Right-of-Way Traffic Control Worker Protections - Request the City Attorney’s Office work with the Office of Councilmember Raul Campillo to draft amendments to the Municipal Code and to the permitting process for City Council’s consideration to ensure work done by individuals in the City’s public right-of-way adequately addresses traffic control worker safety, and that all traffic control workers are paid at least a minimum wage that is no less than the general prevailing wage that is set by the State of California Dept. of Industrial Relations.


 


Item 2 - 2023-2024 State and Federal Legislative Platform – This item would approve the 2023-2024 State and Federal Legislative Platform which defines the City of San Diego’s Guiding Principles and Policy Priorities, and provides a means to advance and protect the City’s interests on issues at the federal and state levels. The Guiding Principles and Policy Priorities allow for flexibility so that the Department of Government Affairs, City officials, and our legislative advocates can be proactive and quickly respond within the defined boundaries of the program to address legislative, regulatory, administrative, and budget issues that arise during the year.


 


Item 3 - Fiscal Year 2022 Citywide Grants Report – The Department of Government Affairs, Grants Division will provide an informational update on its Fiscal Year (FY) 2022 Citywide Grants Report and grants-related advocacy efforts.


 


Item 4 - Office of Child and Youth Success Update – Over the last 6 months, the office has been thoroughly involved in San Diego’s evolving child care landscape and robust stakeholder engagement for the creation of a Child and Master Plan. The Office of Child and Youth Success will present an update on the offices’ strategic objectives and the economic development efforts.

Land Use and Housing Committee Meeting – November 17, 2022 - 1 p.m.

Item 1 - Request that the City Council approve and adopt through ordinance proposed Municipal Code Amendments to Chapter 12 and 14 necessary to adopt the State mandated 2022 edition of the California Building Standards Code that will be effective on a Statewide basis on 1/1/23. Local amendments to the California Building Standards Code are necessary to make local regulations consistent with those of state - On a triennial basis, the City of San Diego adopts the latest editions of the California Fire, Building, Electrical, Plumbing, Mechanical, Residential Code, Green Building Standards Code and the Existing Building Code. This is done in coordination with the State of California’s adoption of these codes. This procedure provides an additional opportunity to modify local regulations and maintain local and statewide consistency. The proposed local amendments were developed by staff from the Development Services Department after a thorough review of the State mandated codes, as well as the model codes that were used as the basis for development of the State code.


 


Item 2 - Program Design for a Pilot Program to Assist First-Time Homebuyers with Middle Income - Request that the San Diego Housing Commission finalize the program design for a pilot program to assist first-time homebuyers in the City of San Diego with middle income (80 percent to 150 percent of San Diego’s Area Median Income), subject to funding being identified for the proposed program, and present the program design to the Housing Commission’s Board of Commissioners, subject to review by the Housing Authority of the City of San Diego, for consideration upon completion of the program design.


 


Item 3 - Mira Mesa Community Plan Update - This action requests the approval of the Mira Mesa Community Plan Update and associated General Plan Amendment, Municipal Code Amendments and Local Coastal Program Amendment, and certification of the Final Environmental Impact Report SCH No. 2022090061and Adopting Mitigation and Monitoring Reporting Program. The Draft Mira Mesa Community Plan provides a comprehensive policy framework for growth and development over the next 20 to 30 years.

Special Budget and Government Efficiency Committee Meeting – November 18, 2022 - 9 p.m.

Item 1 – Council Policy 100-05, User Fee Policy Update – Council Policy 100-05, the User Fee Policy, includes guidelines for establishing and maintaining a comprehensive user fee schedule. The user fee policy establishes the method for setting up fees and the extent to which they cover the cost of the service provided, as recommended by the Government Finance Officers Association, National Advisory Council on State and Local Budgeting, and Federal Government Office of Management and Budget.


 


Item 2 - Revisions to the City of San Diego’s Reserve Policy – The Department of Finance has reviewed existing Council Policy #100-20 entitled “Reserve Policy” and recommends that the City Council approve amendments to the funding schedule for the General Fund Emergency Reserve and Stability Reserves and Pension Payment Stabilization Reserve.

Special Audit Committee Meeting – November 18, 2022 – 1 p.m.

Item 1 - Performance Audit of the City’s Towing Program – The Office of the City Auditor conducted an audit of the City’s towing policies to evaluate the financial, equity, and public benefit effects of the City’s towing program, and how those effects may vary under alternative vehicle towing policy and fee models.  The audit also sought to determine the extent to which the City monitors and evaluates contractor performance, in accordance with the City’s Contract Compliance Guide, Council Policy 500-03, and the contract.  Findings and recommendations will be discussed.


 


Item 2 - City Auditor’s Monthly Activity Report – This Monthly Activity Report provides information on the Office of the City Auditor’s activities as of October 31, 2022. This includes any audit reports issued during the month of October 2022, the status and stage of current audit projects, and a list of planned audits that have not yet started.

Item 3 - Public Employee Performance Evaluation, pursuant to California Government Code Section 54957: City Auditor – This closed session meeting is being held in accordance with California Government Code section 54957(b)(1), which allows a legislative body of a local agency to conduct a closed session meeting to consider and evaluate the performance of a public employee, including consideration of the criteria for such evaluation, consideration of the process for conducting the evaluation, and other preliminary matters.
