Item 200 - Master Lease Agreement to Finance General Fund Vehicles and Equipment
The City’s Equipment and Vehicle Financing Program (EVFP) is a financing mechanism available to fund as-needed eligible essential equipment and fleet vehicles.
Staff is requesting authorization to approve and execute the form of Master Lease Agreement (Agreement) to finance certain General Fund vehicle and equipment purchases for a total amount not-to-exceed $48.3 million.
The Fleet Operations Division has identified approximately 213 essential, new and replacement, Citywide General Fund vehicles and equipment that are eligible for financing, with a total estimated cost of $48.3 million.
These types of vehicles include refuse and trailers, pickup trucks, sports utility vehicles, sedans, dump trucks, flatbeds, cargo vans, trucks, heavy construction equipment, and trailers, along with a few other specialty vehicles and are for General Fund Departments Park and Recreation, Transportation, Police/Safety, and Storm Water with additional departments as needed.
Item 201 - Appeal of the Environmental Determination for Coast Walk Project No. PRJ-1074172, Lots 2 & 17
This item is an appeal of the Hearing Officer’s decision to adopt the Mitigated Negative Declaration (MND) No. 1074172/SCH No. 2025080815 for the Coast Walk Lots 2 & 17 project (Project). The Project requests a Coastal Development Permit and a Site Development Permit to demolish a portion of an existing tennis court and construct a new 2-story single-dwelling unit, a detached accessory dwelling unit with a garage, and associated site improvements.
The City determined that an MND was the appropriate environmental document, which was prepared in accordance with CEQA. The MND was adopted by the Hearing Officer on November 19, 2025.
Procopio, on behalf of Tom Rushfeldt and Brenda Fake, filed an appeal of the environmental determination on December 4, 2025. The scope of the appeal hearing is limited to the environmental determination and not the Project.
Adopt a resolution denying the environmental determination appeal, approving the Hearing Officer’s environmental determination, and adopting the Mitigated Negative Declaration and its associated Mitigation Monitoring and Reporting Program for the Coast Walk Lots 2 & 17 project.
Item 202 - General Plan Maintenance Fee Update

Item 203 - Southwest Village Specific Plan – Project No. PRJ-0614791
This item would approve the Southwest Village Specific Plan (Specific Plan) and associated General Plan and Otay Mesa Community Plan amendments, a rezone with the potential for up to 5,130 homes within a 490 acre area, a vesting tentative map, site development permit, and related actions to permit the construction of the first phase of the Specific Plan for 920 multi-family homes, including 92 affordable homes, rough grading, water, wastewater and transportation infrastructure improvements (Project).
The Southwest Village Specific Plan area is located on an undeveloped mesa and generally slopes down on all sides into finger canyons and other small drainages. While most of the land within and in the immediate vicinity of the Specific Plan area is undeveloped, the surrounding areas to the north, west, and east are developed with a mix of residential, commercial, and industrial uses.
Item S400 - Ordinance Adopting Updated SDPD Military Equipment Use Procedure, and Renewing Approval for Use, Funding, and Acquisition of Military Equipment, Under Assembly Bill 481
On September 30, 2021, the Governor of the State of California approved Assembly Bill 481 (AB-481) requiring law enforcement agencies to obtain approval of the applicable governing body, by adoption of a military equipment use policy, prior to acquiring, seeking funding for, continuing to use, or collaborating with another law enforcement agency in the use of military equipment, as defined. (California Government Code sections 7070-7075).
The SDPD is required to submit an Annual Report and seek annual City Council renewal of approval of its military equipment use procedure by ordinance at a regular open meeting.
This item would approve an Ordinance adopting SDPD’s updated Military Equipment Use Procedure and renewing approval for use, pursuit of funding for, and acquisition of military equipment under Assembly Bill 481.
