This Special Meeting of the City Council is dedicated to budget items.  In addition to the Mayor’s Budget for the City of San Diego for the 2022 Fiscal Year starting in July, items will also address the current fiscal year, the Capital Improvement Program and funding for affordable housing.

Special Meeting of the City Council – Monday June 14, 2021

The meeting will begin promptly at 9 a.m. including four items on the Adoption Agenda and one item on the Housing Authority Agenda.

 

FY 2021 Third Quarter Budget Monitoring Report – Item 600 - The purpose of the Fiscal Year 2021 Third Quarter Report Budget Monitoring Report is to provide the City Council and the public an update of revenues and expenditures for funds with budgeted personnel expenditures. This report includes actual revenues received, expenditures incurred through the 3rd Quarter ending March 31, 2021, and projections for the final three months of the fiscal year

 

FY 2021 Capital Improvements Program Year-End Budget Monitoring Report and CIP Budget Revisions – Item 601 - The CIP Year-End Budget Monitoring Report presents a semi-annual review and monitoring overview of the City’s CIP available allocations and key funding source activity.  This includes a request for City Council to approve budget adjustments that supplement the City’s capital budgeting and internal monitoring processes.  Included in the report are details of $13 million in requested approvals for new budget appropriations, reallocations of funds, and de-appropriation of CIP project savings.

 

Proposed BudgetApproval of the FY 2022 Budget – Item 602 – This item seeks to approve the Mayor’s FY 2022 Proposed Budget, as modified in the Mayor’s May Revision of the FY 2022 Proposed Budget, and changes recommended by the Independent Budget Analyst and as further modified by the City Council during the hearing.

Proposed FY 2022 Affordable Housing Fund Annual Plan – Item 603 - The Municipal Code requires the San Diego Housing Commission to adopt an Annual Plan for the use of the Affordable Housing Fund (AHF) revenues and prescribes how to use those projected revenues which amount to over $60 million.  The AHF Annual Plan must include a description of all proposed programs to be funded, intended beneficiaries and the allocation of anticipated funds. The Plan must be presented to the Housing Commission and City Council for approval by June 30 of each year.  Click here for the Annual Plan.

Item 1 – San Diego Housing Commission Proposed Fiscal Year 2022 Budget – This item seeks approval of the $604 million budget for FY 2022.  It would also authorize the Housing Commission and the Housing Commission President and CEO to make modifications to the budget within certain financial limitations.
