The People's Business - March 15, 2021

 

This week’s City Council meeting features a request for additional funding for building a downtown park, relocation of residents for the construction of the East Village Green Park and an allowance for the City’s Interim COO to work more hours. 

This will be the last City Council Meeting before the two-week legislative recess.  The next will be April 6. 

City Council Meeting – Tuesday March 16, 2021

Councilmembers will enter Closed Session shortly after 9 a.m. to address one agenda item.  They’ll return to the Open Session at 11 a.m. to address a much larger agenda

A total of 12 consent items will cover a range of topics including an appointment to the San Diego Human Relations Commission (Item 106),  declaring continued states of emergency due to COVID-19 and sewage, waste and sediment coming from Tijuana (Item 107 and 108) and contract agreements with four different companies (Items 100, 101, 102, 103).

Two Ceremonial Proclamations are on the docket celebrating San Diego Padres Opening Day and District Six resident Natalie Berndes who turns 106 years-old later this month.

 

 

On to the adoption and discussion items…

Amendments of Ordinances Related to Provisional Appointments (Item S503) - This item amends two sections of the San Diego Municipal Code related to provisional appointments to the Chief Operating Officer (COO) position.  It removes the 720 hour per fiscal year limit when a retired City officer or employee is provisionally appointed to the COO position. 

 

childrens park projectAmendment to the Compensation Agreement with Civic San Diego for the construction of the Children’s Park Improvements Project in the Downtown Community Plan Area (Item 331) - The Children’s Park Improvements project will provide enhancements to an existing 1.4 acre park in Downtown’s Marina neighborhood.   Changes will include a children’s playground, adult exercise equipment, off-leash dog run, vendor’s building, and public restrooms.  The Economic Development Department seeks to increase the budget by $1,000,920.

 

Authorization for the Public Facilities Financing Authority of the City of San Diego Lease Revenue Bonds, Series 2021 Preliminary Official Statement (Item 332) – The Preliminary Official Statement provides information about 2021 Lease Revenue Bonds to potential investor so they can make informed investment decisions about 2021 bonds.  In December 2020, the City Council authorized the issuance of the bonds in an amount not to exceed $146 million to finance ongoing General Fund Capital Improvement Program, including refunding outstanding notes.

 

villa_victoria_aptsRelocation Plan – Villa Victoria Apartments and Authorization of Emergency Solutions Grant CARES Act for Homelessness Prevention (Item 333) - The Villa Victoria Apartments are located at 719-721 14th Street in the East Village neighborhood of Downtown San Diego.  The remaining structures on the Property are designated as historic and will be relocated as part of the Phase 1 construction of East Village Green Park, scheduled to begin in 2021. Once relocated, they will be used for commercial/retail uses.  Nine tenants will be relocated in the process.
