Item 200 - Public Utilities Department Customer Service Update
This item will present an update on the Public Utilities Department’s progress improving customer service.
This update was requested at the City Council meeting of September 10, 2024, and builds on the memorandum distributed to the City Council from the Public Utilities Department on September 26, 2024. Quarterly updates on progress will also be provided to the Environment Committee in 2025.
Item 201 - FY2026 Business Improvement District Budgets - Annual Appropriation Process
Annually, as required by State law, the process to approve budget reports and authorize the levy and collection of assessment occurs over two City Council meetings.
At the first meeting, Council is requested to adopt a resolution, appointing a nonprofit business association (BID association) for each BID to advise the Council on the BID budget, assessments, improvements, and activities.
Additionally, Council is requested to adopt resolutions approving the BID Budget Reports, declaring Council’s intention to levy and collect annual assessments, and set the time of a legally required public hearing.
The second Council meeting includes the public hearing for receipt of testimony on the assessments. During this meeting, Council is requested to adopt a resolution confirming the annual BID Budget Reports and the levying and collection of annual assessments for each specified BID.
Council is also requested to authorize the Chief Financial Officer (CFO) or designee to appropriate, transfer, and expend assessment revenues for each specified BID.
Item 202 - Narragansett Avenue Coastal Access Replacement - Project No. PRJ-1113538
This item would approve a Coastal Development Permit and Site Development Permit for repairs to an existing public coastal access stairway at the western terminus of Narragansett Avenue in Ocean Beach.
The project also includes widening the existing sidewalk at the top of the stairway, replacement of existing handrail and portions of the existing chain-link fence, and installation of directional signage.
