Councilmembers will hear an update on the Community Action Plan on Homelessness including the progress toward achieving set goals. They will also consider declaring the property at 1401 Imperial Ave as “Surplus Land” so it can be developed for affordable housing.

Consent Agenda

Five items comprise the Consent Agenda. They include the creation of an Ad Hoc Committee for the Recruitment of the Executive Director to the Commission on Police Practices. Also included is a project list and contracts funded by the Road Maintenance and Rehabilitation Account Funds.

Item 330 – Pavement Management Plan Annual Update

In January 2024, the Transportation Department (Department) developed a Pavement Management Plan (PMP), the first of its kind, to summarize the current citywide street network condition and identify strategic investment needs that will ensure the street network is efficiently maintained and improved.

The PMP update highlights FY2024 key accomplishments, including exceeding pavement maintenance and rehabilitation goals, summarizes FY2025 goals, and presents current and future funding needs based on recent investments.

 

Discussion Items — to be heard at the 2 p.m. session

Item 331 – Informational Update on the City of San Diego Community Action Plan on Homelessness

In partnership with the San Diego Housing Commission and Regional Task Force on Homelessness, the Homelessness Strategies and Solutions Department will be providing an informational update on the City of San Diego Community Action Plan on Homelessness.

This presentation will share an update on ongoing progress to address the needs identified in the 2023 analysis, factors that continue to impact progress toward achieving set goals, and additional resources and investments needed.

 
Item 332 – Authorization for the Public Facilities Financing Authority of the City of San Diego 2025A Water Revenue Bonds

This item requests authorization to issue long-term Water Revenue to finance the Water Utility’s Capital Improvement Program projects, including paying the outstanding Water Revenue Commercial Paper notes used to provide interim financing for such projects.

 

Item 334 – Del Sur Town Center Public Right-of-Way Vacation - Project No. PRJ-0570368

The proposed vacation is to remove an Irrevocable Offer to Dedicate (IOD) previously granted to The City of San Diego for 1.03 acres of public right-of-way located along Templeton Street between Paseo Del Sur and Garretson Street within the Del Sur Retail Center.

The offer to dedicate this portion of Templeton Street was based on the Black Mountain Ranch Subarea Plan circulation element requirements for future public road purposes.

 

Item S501 – Declare the City-Owned Real Property Located at 1401 Imperial Avenue, San Diego, California, “Exempt Surplus Land” and Authorize the Mayor to Enter into a Disposition and Development Agreement, with 1401 Imperial, LP, a California Limited Partnership, for the Purchase and Sale of the Real Property and Redevelopment of the Real Property as a 100% Affordable Housing Development

Declare the City-owned real property located at 1401 Imperial Avenue, San Diego, California, “exempt surplus land” and authorize the Mayor to enter into a Disposition and Development Agreement, with 1401 Imperial, LP, a California limited partnership for the purchase and sale of the Property and redevelopment of the Property as a 100% affordable housing development.

This was a structure previously used as a sky-diving training facility which was converted to a housing navigation center.
