Item 5 – Fiscal Year 2025 Maintenance Assessment Districts Annual Reports for Parks & Recreation Department

The City of San Diego Maintenance Assessment District (MAD) Procedural Ordinance requires that the City Council approve an annual report for each respective MAD for each fiscal year, except the first year, for which assessments are to be levied and collected to pay the costs of the improvements and activities described in the Engineer's Report.

This action is to approve the Fiscal Year 2026 Annual Reports for each of the 54 MADs administered by the Parks and Recreation Department prior to the County of San Diego enrollment deadline of August 10th. The annual reports contain updates to the assessment rolls due to parcel changes, and also reflect the Fiscal Year 2026 Budget for each district.

 

Item 6 - Fiscal Year 2025 Maintenance Assessment Districts Annual Reports for Economic Development Department

The City of San Diego Maintenance Assessment District (MAD) Procedural Ordinance requires that the City Council approve an annual report for each respective MAD for each fiscal year, except for the first year, for which assessments are to be levied and collected to pay the costs of the improvements and activities described in the Engineer's report.

This action is to approve the Fiscal Year 2026 Annual Reports for the MADs administered by the Economic Development Department prior to the County of San Diego enrollment deadline of August 10th.

 

Item 7 - Authorization to Enter into an As-Needed Citywide Agreement (Request for Proposal (RFP) No. 10090239-25-G) for Landscape Maintenance for the Designated Center Medians, Rights-of-Way, and Areas within the Gas Tax Median Maintenance Program

This action requests authorization to execute a contract with Aztec Landscaping for Landscape Maintenance for the Designated Center Medians, Right-of-Way, and Areas within the Gas Tax Median Maintenance Program.

The contract will be for a not to exceed amount of $10,405,227.24 over five years. The current Amended Gas Tax Median Maintenance Program contract expires July 31, 2025.

 

Item 8 - Proposed Fiscal Year 2026 Recreation Center Fund and Opportunity Fund Budgets

This item seeks City Council approval of the Fiscal Year 2026 proposed budgets for Recreation Center Funds and allocations of the Opportunity Fund, which allow for additional recreation programs, maintenance, and events to take place.

Item 9 - Community Recreation Needs Assessment

The purpose of this report is to provide information on the progress being made to create and bring forward a City-wide Community Recreation Needs Assessment. In 2021, the City Auditor’s office reviewed inequities in the Parks and Recreation Department's programming, focusing on historically underserved communities.

The Performance Audit of Equity in Recreation Programming (OCA Report No. 22-005) revealed five key findings and 16 recommendations, highlighting resource shortages that hinder a strategic, data-driven approach to assess and meet community needs. A major recommendation was for the Department to conduct a Community Recreation Needs Assessment to address these inequities citywide.

 

Item 10 - Come Play Outside 2024 Updates

This report is an information item on the 2024 Come Play Outside Program. As part of Mayor Todd Gloria’s “Summer for All of Us” initiative, Come Play Outside (CPO) began as a response to the long-term COVID-19 pandemic closure when many public facing amenities such as parks, schools, recreational amenities, programs, and aquatic facilities in the City of San Diego saw temporary closure due to public health orders related to the pandemic.

In its third year of implementation, the 2024 CPO program offered over 300 classes and 149 weekly summer camps, as well as 60 Teen Nite events across 10 locations and 29 movies in the park. These efforts demonstrate the program's growing impact and its commitment to offering enriching, accessible activities for all.

 

Item 11 - Presentation on Combatting Senior Fraud and Scams by AARP

The Committee will learn about trends and resources in the fight against senior fraud and AARP’s ongoing work and resources to address this issue in San Diego.

Item 1 – Approval of Committee Minutes

 

Item 2 - Second Amendment to the Reimbursement Agreement and Park Development Agreement for the Quarry Falls Development Project

This is a Council Action to execute the Second Amendment to the Reimbursement Agreement and the Second Amendment to the Park Development Agreement with Quarry Falls, LLC for public facilities in the Mission Valley community for the Quarry Falls Development Project.

The Second Amendment addresses cost estimate increases related to land acquisition, design and construction of Creekside Park, Franklin Ridge Pocket Park and Phyllis Place Park to account for anticipated increases in construction costs.

 

Item 3 - Authorization of an Extension of Contractual Obligations beyond Five Years for the Torrey Pines Fire Station Design-Build Contract K-21-1909-DB2-3

This item requests approval for an extension to the Torrey Pines Fire Station Design-Build Contract with Level 10 Construction, to allow the contractor to complete the required landscaping monitoring, maintenance, and reporting to comply with Special Condition 2 (e) of the Coastal Development Permit.

Item 4 - TransNet Local Street and Roads Program - 2025 Regional Transportation Improvement Program (RTIP) Amendment and Fiscal Years 2026 – 2030 Program of Projects

This item would authorize programming adjustments to TransNet-funded projects and provide the required City Council resolutions to amend the 2025 Regional Transportation Improvement Program and develop an updated Five-Year Program of Projects for Fiscal Years 2026 through 2030 in compliance with San Diego Association of Governments Board Policy No. 31.

Included in the report are details of $42.7 million in requested City Council approvals for new budget appropriations, reallocations of funds, and de-appropriation of CIP project savings resulting from the City’s continued cash management and streamlining efforts.

 

Item 5 - Fiscal Year 2025 Capital Improvements Program (CIP) Year-End Budget Monitoring Report and CIP Budget Revisions

The CIP Year-End Budget Monitoring Report presents a semi-annual review and monitoring overview of the City’s CIP available allocations and key funding source activity.

 

Item 6 - Amendments to the San Diego Municipal Code related to Alterations in Contracts, and Progressive Design-Build and Construction Manager at Risk procurement methods for Public Works projects and Capital Improvements Program (Process Improvements and streamlining)

Within the past 10-15 years, municipalities, counties, government agencies, and higher education institutions like UCSD and San Diego State University have implemented the Progressive Design-Build (PDB) delivery method in delivering their Capital Improvement Projects. (CIP).

PDB is an evolution of the traditional Design-Build project delivery method, developed in response to the growing need for greater collaboration, flexibility, and risk management in complex construction projects. PDB is particularly useful in public infrastructure and water/wastewater projects, where project scopes can be complex and evolving.

This action will authorize additions and amendments to the San Diego City Municipal Code to adopt the latest industry practices and streamline the delivery of Capital Improvement Program projects.

Item 2 - Authorize the Fifth Amendment to Sole Source (SS) # 3279 Agreement with Dr. David Victor for Energy Market Expert Review Services Regarding the San Vicente Hydroelectric Pumped Storage Project

This request is to authorize execution of the Fifth Amendment to SS # 3279 Agreement with Dr. David Victor for energy market expert review services related to the proposed San Vicente Energy Storage Facility (SVESF), adding an amount not to exceed $500,000 to the Agreement, bringing the Agreement not to exceed amount to $1,180,000, and extending the Agreement term by five (5) years to August 22, 2030.

The City and the San Diego County Water Authority (CWA) are jointly exploring the development of an energy storage facility near San Vicente Reservoir to leverage existing water and energy infrastructure to reduce upward pressure on water rates while expanding renewable energy potential across the region. The City and CWA have entered into an agreement to equally share consultant costs related to exploring the feasibility of the Project.

 

Item 3 - Authorize a First Amendment to Contract 10089947-23-W with Hudson Safe-T-Lite for Miscellaneous Traffic and Street Warning Devices Rentals

This item would authorize the First Amendment of the agreement with Robcar Corporation (dba Hudson Safe-T-Lite Rentals) for Miscellaneous Traffic and Street Warning Devices (ITB 10089947-23-W) by increasing the value of the contract by $6,600,000.00 to a not-to-exceed value of $9,600,000.00 until the end of the agreement on April 5, 2028.

This amendment will ensure that the Stormwater, Public Utilities and Transportation Departments will continue to be able to purchase and rent traffic and street warning and safety devices for the maintenance, repair, replacement, and upgrade of the City’s assets in the public right of way.

Item 4 - Award of the As-Needed Agreement with Silverado Builders Inc. for Remediation and Cleanup Services Resulting from Water Main Breaks and Sewer Backups (RFP 10090251-25-H) pursuant to Council Policy 400-10

This Council Action requests approval of an agreement (Agreement) with Silverado Builders Inc., (Contractor) to provide as-needed clean-up and remediation services for damages and losses of privately owned property resulting from City of San Diego (City) water main breaks, sewer backups, and pump station failures. The work will be performed in compliance with Council Policy 400-10 and with oversight from a separate adjuster services provider (Adjuster Services Agreement, RFP 10089810-24-J).

 

Item 5 - As-Needed Agreement with George Hills Company for Adjuster Services Related to Remediation Services from Water Main Breaks and Sewer Backups (RFP 10089810-24-J)

This Council Action requests approval of an agreement (Agreement) with George Hills Company to provide as-needed adjuster services related to clean-up and remediation services for damages and losses of privately owned property resulting from City of San Diego water main breaks, sewer backups, and pump station failures.

The work will be performed in compliance with Council Policy 400-10 and in conjunction with a separate remediation and cleanup services agreement.

 

Item 6 - Ordinance regarding Pass-Through Utility Charges

This item proposes an Ordinance to amend Chapter 9, Article 8 of the San Diego Municipal Code by adding Division 10 relating to charging for City-provided utility services.

This item would prohibit property owners from overcharging their tenants for City-provided utility services, inclusive of water, wastewater, and waste management. It would also Establish a tenant’s right to request and view itemized charges levied on them by a property owner.
