Tuesday’s agenda includes a development project up for approval in Carmel Valley, and items for the Financing Authority and Housing Authority.  The last Item of the meeting will be a presentation by the Office of the City Auditor which looked at the City’s processes in major building acquisitions.

City Council Meeting Agenda


Councilmembers will convene at 10 a.m. for the following approximate schedule: 


10 a.m. -  Consent agenda, ceremonial proclamations, Closed Session public comment and non-agenda public comment


11 a.m. – Closed Session


2 p.m. – Informational Items and Discussion Agenda


 


The consent agenda contains 10 items including contracts with outside law firms and contractors for services. 


Councilmembers consider six ceremonial proclamations including Manuel Gonzalez Day,  Lori Witzel Day and Children's Environmental Health Month.


University of San Diego Legal Clinics 59th Anniversary Day honors an institution that has served the San Diego community for 50 years providing pro bono direct client legal services to thousands in need.


Domestic Violence Awareness Month recognizes the issue that has 12 million victims each year and promotes awareness and education about free public services that are available.


Chancellor, Emerita Constance M. Carroll Day honors the woman who has left a legacy of achievement at the San Diego Community College District.

Item 330 - Performance Audit of the City’s Major Building Acquisition Process – The Office of the City Auditor conducted the audit to determine if the City followed policies and best practices when acquiring major buildings and if the City has sufficient governance mechanisms for oversight of these acquisitions.  City Auditors made 10 recommendations to help ensure the City follows best practices when acquiring major buildings and informs the City Council and the public of all material facts.


 


 


MTS Trolley American plazaItem 331 - Amendment to the Balboa Station Area Specific Plan and Local Coastal Program – This is a request to adopt the California Coastal Commission modifications to the City Council adopted Balboa Avenue Station Area Specific Plan and Local Coastal Program.  On April 16, 2021, the Coastal Commission took action to conditionally certify the Specific Plan with modifications to the Plan’s policies and supplemental development regulations.  The City and CCC staff worked collaboratively on modifications which address a broad range of topics, from minor clarifications to the addition of new policies in multiple chapters.


 


Item 332 - Proposed Overrule of the Airport Land Use Commission’s Determination of Inconsistency Related to Airport Land Use Compatibility Overlay Zone – On January 12, 2021, the City Council approved the code amendments to the Airport Land Use Compatibility Overlay Zone.  In April of this year, the Airport Land Use Commission identified technical modifications to the amendments including noise attenuation requirements, use limitations by noise contours and intensity limitations.   The City Council will decide whether to propose to overrule the Airport Land Use Commission’s determination of inconsistency related to amendments to the Airport Land Use Compatibility Overlay Zone supplemental development regulations.


 


Costa Azul ProjectItem 333 - Costa Azul Mixed Use - Project No. 400127 - This item seeks approval of all actions necessary to subdivide a 9.89-acre property into two Parcels; Parcel One will be 3.2-acres and Parcel Two, 6.7-acres.  The Costa Azul Mixed-Use Project, located at 3501 Valley Centre Drive, will include three commercial condominiums, a seven-story hotel, a five-story office building, and subterranean parking with height deviations within Parcel One. Parcel Two is currently developed with an office building and parking structure and there is no proposed construction on this site.


 


 


Financing Authority Agenda


Item FA-1 - Authorization via ordinance to extend the Letter of Credit (“LOC”), retain Note Counsel and the continued administration of City’s Lease Revenue Commercial Paper Notes Program - This item requests authorization via ordinance to extend the Reimbursement Agreement between the Public Facilities Financing Authority of the City of San Diego and Wells Fargo Bank, National Association.  The ordinance includes providing Direct-Pay Letter of Credit services for the City’s Lease Revenue Commercial Paper Notes Program for a period of three years, extending the contract with Hawkins, Delafield & Wood LLP as Note Counsel, and to approving continued administration of the City’s Lease Revenue Commercial Paper Notes Program.


 


 


Housing Authority Agenda


Item 1  - HAR21-021  Status of Loan Portfolio – Fiscal Year 2021 Fourth Quarter - Pursuant to San Diego Housing Commission (Housing Commission) Lending Authority Policy No. 600.101, the Housing Commission prepares quarterly reports that provide information including a loan portfolio summary, loans and grants funded, payments and defaults.  This is an informational report.
