Framed 9 x 13-inch document from Mansfield, Nottinghamshire, England, extending greetings to the Mayor, Senior Executives and citizens of the City of San Diego in advance of their November 1996 Local Government Management Network's 'Top Team' Study Tour of San Diego in November 1996. The purpose of the tour was to exchange information and gain experience on the range of environmental related services provided by both local authorities. This was signed on October 24, 1996, by the Mansfield District Council members.
