Letter sent to the Mayor and City Council urging policies for a community free of prejudice, including: a police force reflective of the ethnic composition, increased job training for economically disadvantaged, youth programs to instill pride and development, increased awareness of lower-income neighborhoods, an equal opportunity education system, and increased voter registration in lower-income communities. This was sent in concern for the 1992 Los Angeles Riots, urging changes to avoid tensions building to that point in San Diego.
