Juan Carlos Rivas Garcia
Juan Carlos was born in Mexico City where he spent most of his childhood and youth. He lived for several years in Tijuana, Baja California, Mexico with his family and later returned to Mexico City where he obtained his bachelor’s degree in International Relations from the National Autonomous University of Mexico (UNAM).
He has a professional trajectory of 18 years in public service, with considerable experience in foreign affairs, international development cooperation, government relations, and diplomacy. As Director for Cooperation with Central America and the Caribbean with the Foreign Ministry of Mexico (SRE) he designed, managed, and implemented comprehensive policy for capacity building with the United States Agency for International Development (USAID) and other development cooperation entities to support economic growth and prosperity in the region. Prior to that, he was the Economic, Political and Border Affairs Official with the Consulate General of Mexico in San Diego from 2012 to 2015 and the Deputy Director for U.S. – Mexico Border Affairs from 2007 to 2012, where he led coordination efforts to develop binational infrastructure and trade.
In 2022 he obtained his Master’s degree in Advanced International Affairs with a concentration in International Public Policy and a regional focus on Latin America and the Caribbean, from the School of Global Policy and Strategy at UC San Diego.
Juan Carlos is currently the Director of PR and External Relations at Cross Border Xpress.
