Juan Carlos has been the Director of Public Relations and External Affairs at Cross Border Xpress since October of 2024.

Originally from Mexico City, Mexico, he has a professional trajectory of 19 years, with substantial experience in foreign affairs, international development cooperation, government relations, community engagement and diplomacy.

He spent a considerable part of his career with the Foreign Ministry of Mexico (SRE), where he served as the Deputy Director for U.S. – Mexico Border Affairs from 2007 to 2012, as the Economic, Political and Border Affairs officer with the Consulate General of Mexico in San Diego from 2012 to 2015, and as Director for Cooperation with Central America and the Caribbean with the Mexican Agency for International Development Cooperation (AMEXCID), from 2015 to 2018.

He also worked at the University of California in San Diego and led community engagement and international outreach efforts with World Design Capital San Diego Tijuana 2024.

He has a Master’s degree in Advanced International Affairs from the School of Global Policy and Strategy at UC San Diego and a bachelor’s degree in International Relations from the National Autonomous University of Mexico (UNAM). He currently serves in the International Affairs Board of the City of San Diego and the Board of Directors of the San Diego Diplomacy Council.
