Sarah Miller joined the Office of the Independent Budget Analyst (IBA) in January 2015 as a Fiscal & Policy Analyst. Before joining the IBA, Sarah worked for the City of Chicago for the past ten years including four years as a Senior Budget Analyst in the Office of Budget and Management and six years as Assistant Commissioner with the City of Chicago Department of Transportation.

Sarah has had extensive experience working with the City of Chicago's legislative body, high-level department administrators, numerous stakeholders and the diverse population of residents within the City.

Sarah holds a Master's Degree in Public Administration from the University of Illinois at Chicago with a concentration in Budgeting and Financial Management, and she earned a Bachelor of Arts Degree in Psychology from Grinnell College.
