There are three committee meetings this week. First, the B&GE will meet Wednesday morning and will hear an update the of Council’s Budget priorities for fiscal year 2025 and a mid-year report for the 2024 budget. In the afternoon, ED&IR will discuss its 2024 work plan. And on Thursday afternoon, C&NS will discuss the Parks and Recreation Department Fee and Deposit Schedule.

Item 1 — Authorization to execute contract 10090099-24-S with Zensar Technologies, Inc. for the purchase of Cisco Network Technology
This action requests authorization to execute contract 10090099-24-S Cisco Network Tech Refresh between the City of San Diego and Zensar Technologies, Inc. for Cisco Network Technology for a period of one year with four additional one-year options for an amount not-to-exceed $4,661,490. This contract will accommodate the City’s ongoing need for the provision of Cisco network hardware, inclusive of its associated software, licenses, subscriptions, support services, and ancillary cables and modules.

Item 2 — Approval of the First Amendment to the As-Needed Citywide Cooperative Agreements with AT&T, Verizon Wireless, and T-Mobile for Cellular Equipment and Services
This action requests the approval of an ordinance to authorize the City of San Diego to execute an amendment to the three current as-needed Citywide cooperative Agreements with AT&T Corp., Cellco Partnership doing business as, Verizon Wireless, and T-Mobile West LLC for the provision of cellular equipment and services to increase the total combined not to exceed amount from $20 million to $68,007,000 and allow the City to use the agreements beyond five years, through August 11, 2029. This action would allow the City to continue to meet “run-the-business,” Citywide business-critical cellular phone and data communications requirements.
Item 3 — FY 2025 Updated City Council Budget Priorities
The Budget and Government Efficiency Committee will review and discuss the updated budget priorities highlighted as well as the Economic Development and Intergovernmental Relations Committee’s recommendation for the proposed allocation of the 1¢ Transient Occupancy Tax.
Item 4 — Fiscal Year 2024 Mid-Year Budget Monitoring Report
The Fiscal Year 2024 Mid-Year Budget Monitoring Report provides the City Council, and the public, with an update of revenues and expenditures for funds with budgeted personnel expenditures. The Department of Finance produces this report in collaboration with City departments and is developed using five months of actual (unaudited) activity and projections for the remaining seven periods through fiscal year-end.

This report details the administration of the Living Wage Ordinance during Fiscal Year 2023 under the Compliance Department, as required by San Diego Municipal Code. The report summarizes compliance monitoring and enforcement activities, training and outreach efforts, and program updates.
Item 6 — Fiscal Year 2023 Prevailing Wage Annual Report
This report details the administration of the Prevailing Wage Ordinance during Fiscal Year 2023 under the Compliance Department, as required by San Diego Municipal Code. The report summarizes compliance monitoring and enforcement activities, outreach and education efforts, and program updates.

Item 1 — Extension of the Operating Agreement between the City of San Diego and Civic San Diego to Provide Successor Agency and Housing Successor Services
On June 18, 2019, the City Council approved the Operating Agreement Between the City of San Diego and Civic San Diego to Provide Successor Agency and Housing Successor Services. The term of the Operating Agreement was for a period of five-years beginning on July 29, 2019, with the City of San Diego having an option to extend the term for one additional five-year term. This item suggests, it is in the City’s best interests to exercise the additional five-year extension to the agreement with Civic San Diego.

Presentation of the Annual Performance Report for Fiscal Year 2023 of the San Diego Tourism Marketing District Corporation. The Annual Performance Report summarizes the Tourism Marketing District Corporation’s goals, accomplishments, returns on investment, and expenditures for FY 2023.
Item 4 — Informational item to present the Promise Zone Investments Snapshot and Summary
This informational item will provide the City Council with an overview of City investments made from FY17-FY24 in the San Diego Promise Zone. This is a 6.4-mile area in Southeastern San Diego that received a federal designation of “Promise Zone” in 2016 due to its collective socio-economic factors including high concentration of poverty and historically high unemployment rates. Intentional prioritization and recognition of the Promise Zone designation led to significant investments and collaborations made to strengthen the community.
Item 5 — Arts and Culture Citywide 2022 and 2023: Measuring Impact and Mapping the Reach of City of San Diego-funded Organizations
Arts and culture staff will provide a report on the impact of City-funded arts and culture organizations and an interactive map showcasing arts and culture across San Diego neighborhoods. This report will include a presentation and summary on the arts and culture reach, the effects of COVID-19 on these organizations, and its relevance to the City of San Diego.
Item 6 — Creative City Cultural Planning Process Update
Arts and Culture staff and representatives from the Cultural Planning Group will provide a report on the City of San Diego’s first citywide multi-year planning initiative to create a policy document that will guide the City’s investments in arts and culture throughout the city for the coming seven to ten years. This multi-year planning effort includes citywide public engagement to help identify needs and strategies to implement the plan. This informational item provides an overview of engagement and research results for developing the citywide cultural plan, Creative City.

Amendment of the Parks and Recreation Department’s Fee Schedule to allow for staff review of Developer project reviews and negotiating park development agreements. The proposed action will also restore the Preferential Non-Exclusive Use Permits, Special Use Permits, and Short-term Leases fee, which was inadvertently removed from the Fee Schedule during the last Fee Schedule update in 2022.

Item 3 — Report to Council on Disbursement and use of “Pool” Allocation for Library Matching Fund
Performance Audit of the San Diego Public Library outlined a recommendation for the City Independent Budget Analyst and Library Director to jointly evaluate and bring forth to City Council proposed revisions to Library Matching Equipment Fund, Library Matching Programs Fund, and Electronic Resources Matching Fund for Council to consider a percent of the City's matching amount for library equipment, programs, and electronic resources donations to be placed in a "pool" and distributed among the branches provided the least amount of resources. This item summarizes the donations received in Fiscal Year 2022 and the pool distribution and expenses for Fiscal Year 2023.
Item 4 — Update to the Community and Neighborhood Services Committee on Measure H implementation and expansion of Pre-Kinder programs and camps
This update is to inform the Community Neighborhood Services Committee on the process for the implementation of Measure H and for consideration of expanded part-day STEM Pre-Kinder programs at park and recreation facilities.
Item 5 — Community and Neighborhood Services Committee Priorities for Calendar Year 2024
This item is an opportunity for Committee Members and the public to provide their priorities for the Community and Neighborhood Services Committee for Calendar Year 2024. The feedback will be used to create the annual work plan for the Community and Neighborhood Services Committee.

El 18 de junio de 2019, el Concejo Municipal aprobó el Acuerdo Operativo entre la Ciudad de San Diego y Civic San Diego para Proporcionar Servicios de Agencias Sucesoras y Viviendas Sucesoras. El plazo del Acuerdo Operativo era por un período de cinco años a partir del 29 de julio de 2019, y la Ciudad de San Diego tenía la opción de extender el plazo por un período adicional de cinco años. Este punto sugiere que es en el mejor interés de la Ciudad ejercer la extensión adicional de cinco años al acuerdo con Civic San Diego.
