The Ralph M. Brown Act is written law established by congress in 1953. The enactment of this Policy grants the public permission to engage civically by attending & participating in meetings held by local legislative bodies of a citizen’s residing city.
This act declares that public commissions, boards, councils & other other public agencies exist to aid and support the public. According to the Brown Act, the actions & expressions of civically engaged individuals must be received & considered without judgement.

Robert’s Rules of Order are a set of legislative policies written under the Ralph M. Brown Act of 1953.
This body of rules was passed by the California State Assembly before being passed by the State Senate and signed by then-Governor Earl Warren.
