Kyle Elser, CPA, CIA, CFE Interim City Auditor
Kyle Elser was appointed Interim City Auditor effective October 1, 2018, while the City is conducting a nationwide search to fill the position. Prior to his appointment, Kyle was the Assistant City Auditor, and he has been with the City for over 23 years in various positions. He previously filled the role as the City's Interim Internal Auditor back in April 2007, to reestablish the City's Internal Audit function after it was disbanded in 2006, while a search to fill the position was being conducted. In September 2007, Eduardo Luna was hired, and later appointed City Auditor until Mr. Luna resigned effective September 28, 2018 to accept a City Auditor position with another organization.
Kyle was instrumental in preparing the City's first Annual Citywide Risk Assessment, which is used for audit planning purposes, and he has overseen the City’s Fraud Hotline since it was open to the public on August 25, 2008. Prior to April 2007, Kyle was the City's Payroll Manager and he previously worked in the City's Audit Division for ten years. Before joining the City, he worked for a local CPA firm for seven years doing professional accounting and tax work. Kyle is a Certified Public Accountant (CPA), Certified Internal Auditor (CIA) and Certified Fraud Examiner (CFE). He is a member of the Institute of Internal Auditors, Association of Certified Fraud Examiners, and Association of Local Government Auditors. He has a Bachelor of Science degree in Business Administration with an emphasis in Accounting from Humboldt State University.
