Gina Rouza, MBA, CFE

FRAUD INVESTIGATOR

Gina Rouza began her employment with the City of San Diego in September 2019. Her first investigation for the City was the Hotline Investigation of Gifts Received by a City Employee which determined that a City employee received over $3,000 in gifts from two contractors that had millions of dollars in contracts with the City.

Gina’s prior work experience includes a 23-year career as a Special Agent/Criminal Investigator for the Department of Defense, Defense Criminal Investigative Service (DCIS). During her tenure as a DCIS Criminal Investigator, Gina planned, conducted and led complex fraud investigations including cases involving Healthcare fraud, Contract fraud, Theft of Military Technology, and Bribery/Kickbacks. Her accomplishments in the healthcare fraud arena included the investigation and prosecution of a $71 million multilevel health care fraud scheme. After retiring from DCIS in 2017, Gina worked as a Forensic Accountant in the Economic Crimes Division of the San Diego District Attorney’s Office before joining the City as a Fraud Investigator.     

Gina has a Bachelor of Science degree in Accounting and a Master’s in Business Administration from San Diego State University. She is also a Certified Fraud Examiner (CFE).
