NOTE: The public portion of the meeting will begin at 5:15 p.m. The Ethics Commission will meet in Closed Session this evening from 5:00 p.m. - 5:15 p.m. If Commission closed session business is not completed by 5:15 p.m., Closed Session may be trailed and reconvened after open session.


CLOSED SESSION

Item 1.

Conference with Legal Counsel

Anticipated Litigation. Initiation of litigation pursuant to Government Code section 54956.9(c) (One potential matter.) The Ethics Commission may meet in closed session to consider initiating a formal investigation against a person or persons who are alleged to have violated local ethics laws. Should an investigation be authorized, the identity of the person or persons being investigated will be available upon request only if and after a Draft Administrative Complaint is issued. The nature and details of the allegations will be available upon request only if and after a Final Administrative Complaint is issued.

Approval of Commission Minutes for the meetings of June 27, 2002 and July 11, 2002.

This portion of the agenda provides an opportunity for members of the public to address the Commission on items of interest within the jurisdiction of the Commission.

Comments are limited to no more than three minutes per speaker. Submit requests to speak to the City Clerk prior to the start of the meeting. Pursuant to the Ralph M. Brown Act, the Commission on any issue brought forth under "Non-Agenda Comment" shall take no discussion or action, other than a referral.

Item 9. Education, Training, and Awareness Program for individuals falling under the jurisdiction of the City of San Diego Ethics Commission.

Discussion and possible action regarding creation and implementation of Education, Training, and Awareness Program for individuals falling under the jurisdiction of the City of San Diego Ethics Commission.

Approval of learning objectives prepared by Dr. Craig Dunn as presented to the Committee on Rules, Finance and Intergovernmental Relations on July 24, 2002.

 
Item 10. Ad-Hoc Operating Policy Subcommittee.

Discussion and possible action of the Proposed Operating Policies for the Ethics Commission.
