Public Documents Related to 101 Ash St./CCP Proposed Settlement

On June 20, 2022, Mayor Todd Gloria and members of the City Council announced a proposed settlement agreement in the litigation of the 101 Ash Street and Civic Center Plaza transactions. The proposed settlement agreement will provide certainty to the City, minimize the potential substantial financial risk to taxpayers, and continue to allow law enforcement to investigate the transactions and hold any wrongdoers accountable.

Later this month, the City Council will consider approval of a proposed settlement agreement involving the acquisition of the 101 Ash Street and Civic Center Plaza properties.

The following are the materials that support the public’s understanding and review of the issue and proposed settlement. These items all will be posted with the agenda for the hearing on the approval.

Current Reports & Analysis

These records address the proposed settlement and acquisition of the two buildings. There include the staff report supporting the settlement, the Independent Budget Analyst’s evaluation, various financial analyses, the City Attorney’s review of the settlement agreement, and the legislative resolutions that would accompany an approved settlement.

Building Condition Reports

These records include reports developed in 2020 to assess the needs of the 101 Ash St. building, a forensic analysis into the original transaction and failures in the 2018/2019 remodel, and assessments of other City buildings where employees are currently working.

Historical Documents

These include records associated with the purchase of the building, including supporting documentation provided at the time of the leases’ approval, as well as other leases associated with the transactions such as the sublease to the King-Chavez Academy of Excellence.
