Oscar Urteaga

photo of Oscar Urteaga Oscar Urteaga is a small business owner and accomplished bilingual public affairs professional. He specializes working with clients and municipalities seeking to use and adapt technology to grow the economy, engage the community, improve government efficiency, and enhance overall quality of life. He is a San Diego native and has a decade of experience in government relations, legislative affairs and coalition building.

Oscar has worked directly for, and officially represented, dozens of nationally recognized companies in the energy, technology, new mobility, telecommunications, land use and retail industries. His responsibilities included developing and overseeing the day-to-day implementation of strategic plans to achieve client’s public/legislative affairs goals and objectives.

In the 113th Congress, Oscar served as a Legislative Assistant for United States Congressman Howard P. “Buck” McKeon. During his time on Capitol Hill, Oscar advised and made policy recommendations for legislation involving financial services, small business regulations, housing, healthcare, social security, immigration, commerce, animal welfare and intellectual property. He spearheaded the introduction of two pieces of legislation: H.R. 1997, known as the Communities Achieving Sustainability Act (CASA), and H.R. 1998, the Big Cats and Public Safety Protection Act. Of Peruvian decent, Oscar handled all Hispanic/Latino outreach and over saw the translation of the Congressman’s official website into Spanish, one of the first offices to do so.

Oscar has a master’s degree in Public Administration at San Diego State University. He also has a Certificate of Completion from El Sol Escuela de Español, the only Spanish language school in Lima approved by the Peruvian Ministry of Education. He is a former political commentator on the Break Radio Show and Blog Talk Radio station (AM 1480 KPHX).

Oscar is also an entrepreneur. He started his first venture Cream of the Crop San Diego, a membership- based jobs listing website for job seekers in San Diego, in 2011 and successfully sold it in 2013. He is also the co-founder of Urban Dog Solutions, a full-service dog concierge company. He transferred majority ownership to his business partner in August 2018.

In 2017, San Diego Mayor Kevin Faulconer appointed Oscar to serve on the International Affairs Board, an entity that seeks to promote San Diego’s global identity, encourage cultural connections, cultivate international economic competitiveness, and advise the Mayor and City Council on ways that international issues and policies impact San Diego. He formerly served as the Vice President of the House of Peru, a non-profit organization under the House of Pacific Relations based in Balboa Park. He spearheaded the House of Peru efforts to establish a Global Friendship City partnership between San Borja, Peru and the City of San Diego.

In his free time, you can find him participating in local adult soccer leagues, playing guitar and traveling around Baja California to find the perfect fish taco.
