Caroleen Williams

photo of Caroleen Williams Caroleen Williams has held senior positions in the United States Senate and House of Representatives for over 20 years; including that of chief of staff of congressional committees. She also served as a Foreign Service Officer with the Department of State, earning a Superior Honor Award and a Secretary’s Commendation for Outstanding Service. 

After moving to San Diego, California, Ms. Williams directed government and media relations for high-tech companies, and is a past recipient of a San Diego Women Who Mean Business Award from the San Diego Business Journal.  Moreover, she often also represents the U.S. government on short- and long-term assignments with the Organization of Security & Cooperation in Europe (OSCE) in former Communist countries, monitoring elections and establishing non-government organizations (NGOs), political parties and independent media groups. 

Ms. Williams has served on several community groups and boards, including the San Diego Police Civilian Review Board, San Diego County Grand Jury, Stein Institute for Research (UCSD Medical School), San Diego World Affairs Council and the San Diego Trade Center.  She currently serves on the San Diego Mayor’s International Affairs Board.

Ms. Williams received a M.A. degree from Stanford University and a B.S. degree from the University of Utah, where she was recently honored as a distinguished alumnus.
