Mayor Gloria Celebrates Judge’s Ruling on Measure C, Clearing Path for Midway Rising Project

SAN DIEGO – Today, a trial court judge rejected the last legal challenge to Measure C, a voter approved initiative that removed the 30-foot height limit in the Midway-Pacific Highway Community Plan Area, the site of the Midway Rising Project. In response, Mayor Todd Gloria issued the following statement: 

“It’s been a monumental week for housing in San Diego. On Tuesday, the City Council passed our landmark Housing Action Package 2.0. Yesterday, we broke ground on 100 affordable homes in San Ysidro.  

“And today, thanks to the great work of the City Attorney’s Office, a judge rejected the remaining challenge to Measure C. This clears the way for the Midway Rising Project, which would build thousands of new homes and revitalize the Sports Arena area, creating thousands of jobs and giving our local economy a major boost. This is a massive win for the people of San Diego.

“We are hitting the housing crisis with everything we’ve got, and our momentum is growing.” 

Christina Bibler, Director of the City’s Economic Development Department, added the following statement: 

“This legal challenge and final decision will reinvigorate the momentum and our exclusive negotiations between the City and the Midway Rising development team.”
