Henry L. Foster
Chief of Staff
Henry L. Foster III is a third generation resident of District Four and resides in Valencia Park. He is the grandson of Henry L. Foster Sr., who owned and operated H.L. Foster Construction Company, Inc., whose company seal can be seen on sidewalks throughout San Diego County. Currently, Henry serves as chief of staff for Councilmember Monica Montgomery Steppe.
Henry has over 25 years of experience in the construction industry and has completed a variety of construction projects totaling over $1B of work in place. Prior to his role as chief of staff, he held the position of Equal Opportunity Contracting Program Manager for the City of San Diego for six years where he participated in the award of over $5B in construction, goods and services, and consultant contracts and was responsible for the implementation of the Small Local Business Enterprise Program, the Equal Employment Opportunity Program Ordinance, the Non-Discrimination in Contracting Ordinance and Title VI Program. Also, while serving in this capacity he was designated as the Disadvantaged Business Enterprise Liaison Officer (DBELO) for the City of San Diego.
Prior to his time at the city, Henry was Vice President and Operations Manager at Paragon Builders Inc. Previous employers also include Manchester Construction Management, LP., Turner Construction, Walsh Construction, Nielsen- Dillingham Builders and Gilbane Building Company.
Henry graduated from Abraham Lincoln High School. He went on to complete his undergraduate studies at Hampton University in Hampton, Virginia and received a Bachelor of Science Degree with a major in Building Construction Technology. While at Hampton, he was initiated into the Beta Chi of Kappa Alpha Psi Fraternity, Inc. and is currently active with the San Diego Alumni Chapter. Henry is a devoted husband and father.
