C-16291 9/20/86 APPEALED to Board of Zoning Appeals on 11/20/85, BZA Denied upheld Zoning Administrator's decision. APPEALED to City Council on January 28, 1986, City Council OVERTURNED BZA's decision & APPROVED with conditions.
