Energy Cooperation Agreement
The Energy Cooperation Agreement (ECA), which is part of the City’s electric and gas franchise agreement with San Diego Gas & Electric (SDG&E), supports the City’s Climate Action Plan goals and advocates for equity programs for rooftop solar, affordable housing and energy efficiency.
Additionally, the ECA ensures transparency by requiring regular meetings and presentations to the City Council regarding energy rates, major projects, customer equity and climate equity.
In September 2024, in accordance with Section 3 of the ECA, the City and SDG&E kicked off the Cooperation Agreement Summit to review the actions taken under the agreement, discuss new developments, and make mutually agreed upon changes to the ECA. In May 2025, Council adopted a resolution authorizing the Mayor to execute the amendments to the revised Energy Cooperation Agreement with SDG&E.
Per the terms of the revised ECA, the City and SDG&E have jointly developed an Implementation Plan in order to realize the goals and deliverables described in the ECA. The Implementation Plan provides a framework for tracking progress made towards the goals or deliverables in the ECA while also outlining the planned actions to achieve the commitments. The City and SDG&E will periodically update and revise the Implementation Plan as progress is made.
