The People’s Business – October 18, 2022 

The Budget Committee will hear Budget Priorities from Councilmembers, while the Rules Committee will consider changes to the rules of Council.  LU & H will consider a consulting contract with a company to optimize office space in the downtown Civic Core. Since some members of the Council travel to Mexico as part of a Chamber of Commerce Delegation, no meetings will be held Monday through Wednesday of next week.  The next scheduled Committee Meetings will occur on Thursday, October 27.  Go Padres!

Consent Agenda


Item 1 - Annual Presentation of the City Treasurer's Investment Policy and Delegation of Authority to the City Treasurer to Invest Funds – Pursuant to California Government Code §53607 and §53646, the City Treasurer must annually request delegation of authority to invest or reinvest the City's funds and present the City Treasurer's Investment Policy to City Council at a public meeting. This item would accept the City Treasurer's Investment Policy for the Pooled Investment Funds dated January 1, 2023.


 


Item 2 - Drinking Water State Revolving Fund Loans to the Water System for Morena Pipeline and Alvarado 2nd Extension Pipeline Projects – This item would authorize Drinking Water State Revolving Fund loans to the Water System for up to an estimated $60 million to fund the Morena Pipeline Project and for up to an estimated $150 million to fund the Alvarado 2nd Extension Pipeline Project.

Item 3 – Authorization for the Public Facilities Financing Authority of the City of San Diego 2023 Lease Revenue Bonds – This item would authorize issuance of long-term Lease Revenue Bonds (the “2023 Lease Revenue Bonds”) to pay down outstanding general fund backed commercial paper notes, and to generate new money proceeds to finance priority capital improvement projects. The financing ordinance and related financing documents for this action will be brought forward for Council authorization after the Committee’s approval.


 


Item 4 – Stormwater Street Sweeping Parking Restriction Violation Citation Increase – This action is intended to increase the street sweeping parking restriction violation citation to maximize the efficiency of street sweeping services provided by the Stormwater Department. The SWD has utilized a proactive, data-driven, and transparent management approach to maximize debris removal service in every neighborhood and across various land uses (residential, commercial, etc.) and to meet compliance requirements.


 


Item 5 – Approval of the First Amendment to the CALNET Legacy Cooperative Procurement Contract between the City of San Diego and AT&T Corporation for the Provision of Telecommunications, Voice, and Data Services – This action requests the approval of an ordinance to authorize the City of San Diego (City) to execute an amendment to the CALNET Legacy Cooperative Procurement Contract between the City and AT&T Corporation for the Provision of Telecommunications, Voice, and Data Services to increase the total not to exceed amount from $3,000,000 to $21,083,000 and allow the City to use the Contract beyond five years, through June 30, 2029 (includes three one-year option terms). This contract provides telephone service and internet connectivity for the entire City workforce and all Department activities, excluding incoming 911 services. This contract is an approved Cooperative Procurement Contract based on the underlying State of California CALNET Legacy contract for approved telecommunications, voice, and data services.


 


Item 6 – First Amendment to the Workers' Compensation Managed Care Services contracts – Risk Management seeks City Council approval to increase the total amounts the City of San Diego (City) may pay its contractors to provide managed care services under previously authorized contracts for the City’s Workers’ Compensation Program. In 2019, the City Council approved four contracts with four service providers. Each contract covers a three-year term with options to renew for two additional one[1]year terms.


 


Item 7 – FY 2024 City Council Budget Priorities – Per the City Charter, the first step for the City Council in the City’s annual budget process is the development of the annual Budget Priorities Resolution. This annual resolution has been approved by the City Council each year since 2006, and its development is included in the FY 2024 Budget Development and FY 2023 Budget Monitoring Key Dates (“Key Dates”) , which was reviewed by the Budget and Government Efficiency Committee and forwarded to the City Council for approval on September 14, 2022. The Key Dates will be brought to the City Council for approval in the next several weeks.

Item 8 - Fiscal Year 2022 Year-End Financial Performance Report – The purpose of the Fiscal Year 2022 Year-End Financial Performance Report is to provide the City Council and the public with a detailed comparison of unaudited revenue and expenditure activity compared to the projections included in the FY 2022 Third Quarter Budget Monitoring Report. This report also includes the June 2022 Charter 39 Report.

Item 1 – Amendments to Rules of Council – This item proposes amendments to the Rules of Council and requests the City Attorney’s Office prepare legal documents for City Council’s consideration regarding amendments to the Rules of Council as prioritized by the Rules Committee. On September 21, 2022, the Rules Committee heard an informational item on potential amendments to the Rules of Council and committee members provided feedback on their priorities.


 


Item 2 - Amendments to San Diego Municipal Code sections 26.30 and 26.31 to update department and organization names and impacts to the Mission Bay Park Committee due to redistricting – This item would approve an ordinance amending Chapter 2, Article 6, Division 00 of the San Diego Municipal Code by Retitling and amending sections 26.30 and 26.31 relating to the Parks and Recreation Advisory Boards. The amendments change Mission Bay Park nominations, the updated name changes to various departments and organizations, and the use of gender-neutral language.


 


Item 3 - Update on Implementation of Free4ME Pilot Program to Increase Feminine Health Access at City Facilities – The Free4ME Pilot Program was included in the Fiscal Year 2023 Adopted Budget to provide free feminine hygiene products at City-owned facilities such as libraries, recreation centers, and beach comfort stations, focusing on Communities of Concern. The Office of the Independent Budget Analyst (IBA) requested that an update to the implementation plan be provided to committee.

Item 1 - Third Amendment to Agreement with C&S Engineers, Inc (H166649) for Airport Master Plan Studies for Montgomery-Gibbs Executive and Brown Field Airports – This item would approve an amendment to the Consultant Agreement with C&S Engineers, Inc. to extend the term of the agreement from November 30, 2022 to ending December 31, 2023. This extension will ensure sufficient time to update the Program Environmental Impact Reports for the Airport Master Plan studies for the Montgomery Gibbs Executive and Brown Field Airports.

Item 2 - Approval of a Consultant Contract Between the City of San Diego and Jones Lang LaSalle Americas, Inc., for Office Space Optimization in the downtown Civic Center core area – Approval of a Consultant Contract between the City of San Diego and Jones Lang LaSalle Americas, Inc., in an amount not to exceed $725,000. The term of the Contract shall not to exceed five years unless approved by the City Council by ordinance. This Contract will provide consulting services to support the City in the analysis and pilot of “Office Space Optimization” in the downtown Civic Core area. Office Space Optimization will explore maximizing the City’s office space in conjunction with the new hybrid work environment.


 


Item 3 - First Amendment to the Agreement with PATH for Coordinated Street Outreach Program Services – In July 2022, the City of San Diego entered into an Agreement with People Assisting the Homeless (PATH) to provide services for the City’s Coordinated Street Outreach Program. This item would execute an amendment to the Agreement with PATH for the Coordinated Street Outreach Program to increase the operating budget to include flexible funds for client assistance and amend the Scope of Work.


 


Item 4 - First Amendment to the Agreement with Downtown San Diego Partnership for the Family Reunification Program – In July 2022, the City of San Diego entered into an Agreement with Downtown San Diego Partnership for the Family Reunification Program. This item is to execute the first amendment to the Agreement to modify the Scope of Work to incorporate outreach services. There is no increase in compensation associated with this amendment.

Item 5 - Update on the Affordable, Infill and Sustainable Expedite Program – The “Affordable/ln-Fill & Sustainable Development Program” (commonly referred to by industry and staff as “The Expedite Program”) was established in 2003 to offer flexibility in the application of development regulations, as well as to make an expedited permit review process available for projects providing affordable and/or sustainable structures. The intended purpose of the Expedite Program is to reduce the permitting time of qualified discretionary applications by approximately 50% of that of standard discretionary processing times. The Expedite program is attractive for developers who need entitlements because the goal for the Expedite permitting time is approximately 50% faster than standard discretionary projects.
