Ruixin Chen joined the Office of the Independent Budget Analyst (IBA) in September 2022. Before joining the IBA, Ruixin worked for a year at the City of San Diego’s Office of the City Auditor. There she worked on various performance audit projects to improve the City’s efficiency, effectiveness, and accountability. Prior to working for the City of San Diego, Ruixin worked as a Unit Head for the New York City Office of Management and Budget, where she led and coordinated financial planning, budget development, and policy review.

Ruixin holds a Master of Science in Social Policy from the University of Pennsylvania. She is also a Certified Internal Auditor (CIA).
