Principles of Performance Management
The following section outlines the City’s principles on performance management. As mentioned at the start of this series, principles represent the core beliefs and decision rules that guide performance management across the City. The City’s 10 principles have been grouped into four themes that are accompanied by an explicit value statement, the performance question the theme answers, and the specific principles that support that theme.
Theme 1:
Purpose, Outcomes, & Goals
This theme affirms that performance management should be tied to mission, outcomes, service value, and decision-making, not just measurement for its own sake.
Theme 2:
Responsible Interpretation & Use
This theme creates guardrails against misuse. It recognizes that data should support learning and accountability, but only when interpreted with context, honesty, and appropriate caution.
Theme 3:
Transparency, Trust & Shared Meaning
This theme affirms the importance of performance reporting as a driving factor for creating public trust. It also connects strongly to public reporting, CCPR, and the distinction between internal management metrics and public-facing measures.
Theme 4:
Adaptive & Focused Systems
This theme recognizes that, just like the City, performance systems should evolve over time. As resident needs and operating conditions change, so too should the organization’s focus. Performance systems should encourage the behaviors needed for long-term improvement, not just what works for today.
