Why Become an Approved Contractor?

The Home Electrification Affordability Rebates and Technical Assistance (HEART) program provides contractors with exclusive project opportunities and the potential for a steady flow of funded work.

Benefits for Contractors

  • Pre-Approved Project Opportunities – Work is pre-approved through program funding.
  • Training and Certification – Get certified to work with HEART applicants.
  • Simplified Payment Process – Little to no out-of-pocket expenses for applicants, with direct rebate funding from the program provided to the approved contractor.

Contractor Eligibility Requirements

Program Orientation and Training

Contractors must attend a mandatory program orientation webinar to review HEART Program expectations.
Contractors are also strongly encouraged to complete relevant training courses available through TECH Clean California.

Contractors can view the TECH Clean California Map to explore additional program resources and see examples of other participating contractors.

Customer Energy Consultation

Contractors must commit to discussing energy efficiency with each customer during the initial consultation (pre-home survey) phase. Contractors are responsible for ensuring that customers understand the role of energy-efficient appliances in meeting current and future energy needs.

Prevailing Wage Compliance

Participating contractors must pay prevailing wages to all workers involved in appliance installations, as defined by the U.S. Department of Energy Davis-Bacon Act and City of San Diego requirements. Contractors will be required to submit verification of prevailing wage compliance through LCPtracker.

Permitting Compliance

Contractors must comply with all relevant state and local permitting requirements for the installation work performed.

Insurance and Business Compliance

Contractors must:

  • Maintain active workers’ compensation insurance.
  • Provide a valid City of San Diego Business Tax Certificate.
  • Maintain active State and Federal Tax Identification Numbers.
  • Meet insurance coverage requirements per 2 CFR 200.310.

Licensing Requirements

Contractors must hold active and appropriate licenses issued by the California Contractors State Licensing Board (CSLB). Acceptable license types include:

  • C-4 – Boiler, hot water heating, and steam fitting contractor
  • C-10 – Electrical contractor
  • C-20 – Warm-air heating, ventilating, and air-conditioning contractor
  • C-38 – Refrigeration contractor
  • Additional licenses if needed: C-22 (asbestos abatement), ASB (asbestos certification), HAZ (hazardous substance removal certification).

Steps to Become an Approved Contractor

Step 1

Attend a Required Training Session

Training webinar will be held in late-June. Webinar recordings will be posted here when available.

Step 2

Submit Registration Materials

Contractors must meet licensing and insurance requirements.

Step 3

Get Listed as an Approved Contractor

Approved contractors will be visible in the program directory.

Step 4

Begin Work on Assigned Projects

  1. Approved applicants will be encouraged to select a contractor from the approved list.
  2. Contractors will provide cost estimates for the proposed work.
  3. If approved by program administrators, the contractor and resident will enter a formal contract.
  4. Work can begin only after the contract has been approved by program administrators.

Step 5

Get Your Rebate

  1. Completed work will be inspected and verified to ensure compliance with program requirements.
  2. The rebate from the City will be issued within 30 days following successful inspection and approval.

The Home Electrification Affordability Rebates and Technical Assistance (HEART) program connects applicants with pre-approved contractors who meet program requirements for licensing, insurance and training. These contractors are eligible to complete energy efficiency projects funded through the program.

If you are a contractor interested in joining the HEART Program, becoming an approved contractor is easy. To be eligible, you must meet all of the following requirements below.

How to Use this List

  • Applicants: You are encouraged to select a contractor from this list to complete your project. Contractors will provide estimates, and once approved by program administrators, work can begin.
  • Contractors: If you are a contractor who signed up for an interest form, registered and do not see your name listed, please contact program administrators for assistance at ElectrifySD@sandiego.gov.

  • Applicants must work directly with contractors to obtain project estimates.
