How It Works

For Homeowners and Tenants

Resident timeline step

Step 1

Complete the Pre-Screening Application

The HEART Program is launching in phases. The first phase begins in June and will focus on:

  • Households impacted by flooding in December 2023/January 2024
  • Households earning less than 80% of the Area Median Income (AMI)
  • Residents located within Communities of Concern

Step 2

Submit Documents

After we process your pre-screening application, we will ask you via email to gather and submit the following documents:

  • Proof of income
  • Landlord consent (if you are a tenant)
  • Preferred appliances and contractor details
  • Contractor estimate (optional at this stage)

We will continue reviewing your application after these documents are received. If approved, you’ll receive a rebate reservation confirming your eligibility to move forward.

Step 3

Choose a Contractor and Attend Orientation

Browse the Approved Contractors Directory to select a contractor that fits your needs. Contact your chosen contractor to schedule a home visit and receive an installation estimate.

All contractors must complete the program’s required training before they can begin any work. Make sure your contractor is fully approved.

Step 4

Finalize Your Contract

Send the contractor’s final estimate to program staff for review and approval. Sign a contract with your selected contractor once the estimate is approved.

Provide the signed contract and any other required documents to program administrators.

Step 5

Install Appliances

Work with your approved contractor to apply for the proper permits, then schedule and complete the installation of your selected appliances.

Step 6

Submit Your Receipts to Receive Your Rebate Processing

After installation, submit your receipts and verification documents to the program team.

Once everything is reviewed and approved, your rebate will be issued.


For Contractors

Step 1

Attend a Required Training Session

Training webinar will be held late-May If you were unable to attend the previous webinar, a recording can be found here [Link].

Step 2

Submit Registration Materials

Contractors must meet licensing and insurance requirements.

Step 3

Get Listed as an Approved Contractor

Approved contractors will be visible in the program directory.

Step 4

Begin Work on Assigned Projects

  1. Approved applicants will be encouraged to select a contractor from the approved list.
  2. Contractors will provide cost estimates for the proposed work.
  3. If approved by program administrators, the contractor and resident will enter a formal contract.
  4. Work can begin only after the contract has been approved by program administrators.

Step 5

Get Your Rebate

  1. Completed work will be inspected and verified to ensure compliance with program requirements.
  2. The rebate from the City will be issued within 30 days following successful inspection and approval.
