The City of San Diego is updating the Otay Mesa-Nestor Community Plan for the first time in 29 years to identify opportunities for new homes, businesses and infrastructure to benefit everyone in Otay Mesa-Nestor. The Otay Mesa-Nestor Community Plan will be a part of the City's General Plan - the City's guide to long-term growth - and will implement the City's Climate Action Plan. The City looks forward to hearing from community members about what the community is like today, and their vision for the future growth and investment in Otay Mesa-Nestor.
The update to the Otay Mesa-Nestor Community Plan will serve as the 30-year vision for history and place, sustainability and climate resilience, land use, design, mobility, and parks, public facilities and open space.

Create Homes for All of Us
Focuses opportunities for homes within mixed-use and residential areas near transit.
Protect & Enrich Every Neighborhood
Identifies opportunities for public spaces and pocket parks, trails and joint-use facilities.
Provides guidance for the future identification and preservation of historical resources and districts that embody architectural and cultural history.
Advance Mobility & Infrastructure
Identifies opportunities for mobility infrastructure that improve walking/rolling, biking and transit connections.
Champion Sustainability
Promotes opportunities for urban greening and street trees to address stormwater runoff and climate change.
Protects canyons, open spaces and sensitive habitats.

Community Plan Update Process and Timeline Presentation to Otay Mesa-Nestor Community Planning Group (August 12, 2026)
The Community Plan Update Timeline and Process has four stages. The first stage is for collecting community ideas and will occur during Summer through Winter of 2026. This stage will involve the collection of input from people who live and work in Otay Mesa-Nestor about how to improve the community.
The second stage is Community Validation and will occur during Winter through Summer of 2027. This stage will involve collecting input on early options that are developed based on community ideas and technical analyses.
The third stage is the Draft Community Plan and will occur during Summer through Winter of 2027. During this stage, the community will have the opportunity to review the complete draft community plan and provide meaningful input.
The fourth and final stage is the Adoption and Hearing Process and will occur during Winter through Summer of 2028. This stage will focus on finalizing the Community Plan and presenting it to the City Council for adoption.
Community engagement will continue throughout all four stages of the process.
