Community Enhancement Overlay Zone

The City Planning Department is amending the San Diego Municipal Code to create the Community Enhancement Overlay Zone. This new overlay zone will establish supplemental development regulations for site-specific areas. The Community Enhancement Overlay Zone provides greater certainty for the application of supplemental regulations by moving them into the Municipal Code, replacing the regulations previously established in the Community Plan Implementation Overlay Zone as community plans are updated. These supplemental rules will ensure new development supports community enhancements like pedestrian access, public spaces, and connectivity improvements.

As community plans come forward, they would apply these consistent regulations in the code through this overlay zone. The first Community Plans to apply these regulations are the College Area Community Plan Update and the Clairemont Community Plan Update. Recent plans which have applied similar regulations may also be revisited to apply this same consistent approach through the code, however would be part of a separate initiative and work program item.

Implements strategic planning for homes in areas close to transit, stores, jobs, schools and parks.


Advance Mobility & Infrastructure

Identifies areas for new homes and other development that can best be served by transit, pedestrian and bicycle infrastructure investments.


Champion Sustainability

Reduces greenhouse gas emissions by planning for new development located close to where people need to go.
