Environmentally Preferable Purchasing Program (EP3)
Program Overview
The City of San Diego Environmentally Preferable Purchasing Program (EP3) establishes a Citywide framework for purchasing products and services that reduce environmental impact while maintaining performance and cost-effectiveness. The program applies to all City departments and employees involved in purchasing or developing specifications for goods and non-professional services. It requires City departments to consider products that have a lesser or reduced effect on human health and the environment compared to competing products that serve the same purpose. By integrating environmental considerations into procurement decisions, the City aims to reduce pollution, conserve natural resources, improve public health, and support long-term sustainability goals.
Policy Standards and Environmental Requirements
The program, as governed by Administrative Regulation 35.80, identifies twelve environmentally preferable characteristics that guide purchasing decisions, including recycled content, energy and water efficiency, low toxicity, recyclability, biodegradability, repairability, and pollution reduction. Program policy also prohibits certain products, such as expanded polystyrene foam food service ware and bottled water without approved exemptions. Through these standards, the City strengthens its commitment to reducing waste, lowering greenhouse gas emissions, conserving water and energy, and minimizing harmful environmental impacts across municipal operations.
Operational Benefits and Accountability
EP3 creates measurable benefits for the City by promoting smarter long-term investments and reducing life-cycle costs. Departments are required to evaluate environmental impacts alongside price and performance, document procurement decisions, and track purchases of environmentally preferable products and services. Annual reporting helps the City monitor progress, measure savings, and identify opportunities for continued improvement in procurement practices. This approach supports operational efficiency while demonstrating environmental leadership within the region.
Vendor and Contractor Opportunities
The program also provides significant opportunities for vendors and contractors that partner with the City. Suppliers offering sustainable, energy-efficient, recyclable, reusable, low-toxicity, or environmentally certified products are better positioned to compete for City business. Vendors are encouraged to innovate and align their products and services with recognized environmental standards such as Energy Star, Green Seal, and recycled-content guidelines established by federal and state agencies. By partnering with environmentally responsible suppliers, the City helps stimulate a stronger green economy and encourages broader adoption of sustainable business practices throughout the community.
Commitment to Sustainability and Environmental Stewardship
Overall, EP3 demonstrates the City's commitment to responsible stewardship of public resources, environmental protection, and sustainable economic development. By prioritizing environmentally responsible purchasing decisions, the City supports healthier communities, reduces environmental impacts, and fosters productive partnerships with vendors that share a commitment to sustainability and innovation.
