Labor & Wage Division

About Us

The Labor & Wage Division, within the City of San Diego Office of the City Treasurer, serves as the City’s central hub for labor standards enforcement and compliance. The Division includes the Office of Labor Standards and Enforcement (OLSE) and the Citywide Project Labor Agreement (PLA) Program. Together, these programs protect workers, promote fair wages, and ensure that employers and contractors comply with the City’s labor laws and requirements.

Office of Labor Standards and Enforcement (OLSE)

OLSE is responsible for administering and enforcing the City’s labor standards ordinances through the following programs:

Living Wage Program

The Living Wage Program administers and enforce city labor standards that apply to covered City contracts and agreements, including the Living Wage Ordinance, Service Worker Retention Ordinance, and Equal Benefits Ordinance. Through contract compliance monitoring, complaint intake, investigations, and outreach, the program works to ensure covered workers receive required wages and benefits and that City contractors comply with applicable labor requirements.


Minimum Wage Program

The Minimum Wage Program enforces the City’s minimum wage and related worker protection ordinances, including earned sick leave and industry-specific wage and safety requirements, through complaint intake, investigation, and compliance outreach.


Prevailing Wage Program

The Prevailing Wage Program administers and enforces prevailing wage and related labor compliance requirements on applicable City construction and public works projects. The program monitors contractor and subcontractor compliance, reviews certified payroll records, conducts investigations and site visits as appropriate, and enforces apprenticeship and worker protection requirements to ensure workers on City-funded projects are paid required wages and contractors comply with applicable labor standards.


Citywide Project Labor Agreement (PLA) Program

The Citywide Project Labor Agreement (PLA) Program oversees compliance with the City’s PLA requirements on covered City construction projects. The program administers the Citywide PLA, monitors contractor and subcontractor compliance, coordinates with City departments, contractors and labor organizations, provides workforce reporting, and supports workforce coordination, labor harmony, and successful project delivery.
