Certified Payroll Records
Contractors and subcontractors performing work on City of San Diego projects are required to submit certified payroll records (CPRs) for projects subject to City labor and wage ordinances, the City’s Project Labor Agreement, and applicable state and federal prevailing wage laws. OLSE administers certified payroll reporting requirements and responds to lawful requests for certified payroll records.
Submitting Certified Payroll Records
The City’s system of record for certified payroll reporting and labor compliance is PRISM Compliance Management. Contractors and subcontractors must use PRISM to submit certified payroll records and comply with applicable reporting requirements. Contractors are also required, when applicable, to submit CPRs to the California Department of Industrial Relations (DIR) using the State’s electronic certified payroll reporting system.
Requesting Certified Payroll Records
Certified payroll records are available for public inspection and copying pursuant to pursuant to California Labor Code 1776(b)(3) and Title 8, California Code of Regulations (CCR) 16400(a)(1). To request copies of certified payroll records, please submit the City’s Certified Payroll Records Request Form:
Projects subject to the Pure Water Project Labor Agreement must be requested through the Pure Water Program and are not processed by OLSE.
Fees and Payment
OLSE will acknowledge receipt of the request and provide an estimate of reproduction costs. Pursuant to 8 CCR § 16402, preparation costs are $1.00 for the first page of the payroll record and $0.25 for each additional page. Payment must be received prior to the release of the records.
Redactions and Requester Type
All identifying information, including employees’ names, addresses, and Social Security numbers will be redacted from certified payroll records provided to the public, consistent with 8 CCR § 16403, unless the request is made by a joint labor-management committees or Taft-Harley trust funds. Requests submitted by a joint labor-management committee or Taft-Hartley trust funds must specify that their request is made pursuant to the appropriate California Labor Code section and provide documentation confirming status.
Delivery Method
Certified payroll records will not be transmitted by electronic mail. Upon receipt of payment, records will be provided through a secure electronic delivery method, or available for physical pick up at our office at a scheduled date and time.
