Public Safety and Livable Neighborhoods Committee -- Wednesday, Nov. 18

The PS&LN Committee meeting, chaired by Councilmember Monica Montgomery Steppe, begins at 9 a.m. The agenda includes one consent item -- renewal of joint-use agreements with a bunch of local schools -- that won't be discussed unless someone wants to pull it for some conversation. The discussion agenda has just one item:

• Forensic medical examinations and interviews for juveniles and dependent adults: The San Diego Police Department is proposing a new five-year agreement with Rady Children’s Hospital's Chadwick Center for Children and Families to provide forensic medical examinations and professional consultations with doctors who specialize in abuse cases. The contract would top out at $1.4 million over the full five years.

Active Transportation and Infrastructure Committee -- Wednesday, Nov. 18

The ATI Committee meeting, chaired by Councilmember Mark Kersey, begins at 2 p.m. The agenda includes three consent items and these four discussion items:

• Capital Improvements Program Mid-Year Budget Monitoring Report and Revisions: Every year at this time, the City's Department of Finance comes to the ATI Committee with a mid-year report on the Capital Improvements Program and requested adjustments to its budget. This year's report proposes various new budget appropriations, reallocations of funds, and de-appropriation of CIP project savings resulting from cash-management and streamlining efforts.
• Pump Station 2 Power Reliability & Surge Protection Project: The City's Engineering and Capital Projects (ECP) Department would like to amend two contracts with private companies related to construction at Pump Station 2. Located on North Harbor Drive near the San Diego International Airport, Pump Station 2 collects all sewage generated in San Diego, along with other participating locales. ECP is asking for $2.5 million to extend a contract with Black and Veatch to July 19, 2024, and $975,000 to extend a contract with Lee and Ro to Feb. 20, 2025.
• Vision Zero Strategic Plan: The City's Transportation and Storm Water Department will provide a five-year progress report on Vision Zero, San Diego's program to eliminate traffic accidents and fatalities through the three E's -- education, enforcement, and engineering.

• Get It Done Customer Service Evolution: The City's Performance and Analytics Department will provide an update on its Customer Experience and Service Delivery Roadmap for the Get It Done app.

Environment Committee -- Thursday, Nov. 19

The Environment Committee meeting, chaired by Councilmember Jennifer Campbell, begins at 1 p.m. The agenda includes three consent items and these three discussion items:

• Residuals Management Agreement: From the Public Utilities Department comes a proposed agreement between the City and the East County Joint Powers Authority (comprising the Padre Dam Municipal Water District, the City of El Cajon, and the County of San Diego) that will ensure that residual materials discharged from the East County Advanced Water Purification Plant don't interfere with San Diego Pure Water facilities.
• Sea-Level Rise: The committee will get a presentation from the Scripps Institution of Oceanography's Center for Climate Change Impacts and Adaptation on Sea-Level Rise and a Resilient San Diego.
• De Anza Cove and Campland by the Bay: The folks from the Real Estate Assets Department will give the committee a status update on two City-owned pieces of land at Mission Bay -- roughly 70 acres at De Anza Cove still being leased for the San Diego RV Resort and about 40 acres occupied by Campland by the Bay. The City is in the process of planning for the reimagining, repurposing, and revitalizing of the area.

Economic Development and Intergovernmental Relations Committee -- Friday, Nov. 20

The ED&IR Committee meeting, chaired by Councilmember Chris Cate, begins at 2 p.m. The agenda includes three items:

• San Diego Cannabis Business Improvement District: The United Medical Marijuana Coalition, a trade association representing permitted cannabis outlets in San Diego, would like the City to form a business improvement district as a mechanism for these businesses to tax themselves to pay for marketing, advertising, public relations, communications, and policy development programs. The committee will consider tasking City staff and the City Attorney with completing policy and legal analyses and return within 60 days.
• Citywide Grants Report: Mayor Kevin Faulconer's Department of Government Affairs will provide a presentation on its fiscal year 2020 Citywide Grants Report for fiscal year 2020 and give a brief update on other grants-related advocacy efforts.
• Military Economic Impact Report: The San Diego Military Advisory Council will give a presentation on its annual Military Economic Impact Report. In a nutshell, there was $33.6 billion in direct spending from the military supercluster, 342,386 jobs, and a total of $52.4 billion in gross regional product in fiscal year 2020.

After these committee meetings are done, the Council goes on a legislative recess until Dec. 8, which, unless any special meetings are scheduled, will be the last Council meeting before five new Council members are sworn in on Dec. 10. No more committee meetings are scheduled for the rest of 2020.
