Heidi Palmer is the Legislative Assistant to the Office of the Council President. In this role, she provides legislative support along with the Director of Legislative Affairs which duties include docketing materials for the Council agendas in compliance with the California Brown Act.

Heidi has a passion for serving others as she comes from an immigrant family originating in Guatemala who taught her that service above all else is the best way to share your light and love with others. Growing up in Ventura County, which is rich in agriculture and therefore a large Latine farming community, showed Heidi the value of hard work, dedication, and that all people deserve to be respected and treated well. She attended Ventura College, then City College when she moved to San Diego majoring in Political Science. She joined the City in 2014 and served as the Director of Office Administration for the District 5 and District 9 Offices for 9 years before transitioning to her current role.

Heidi enjoys volunteering at community-based organizations, supporting small businesses, and traveling the world not only by plane, but through connecting with the rich and diverse communities found throughout San Diego.
