Julio Garcia is the Government Affairs Manager for Council President Sean Elo-Rivera. In this role, he advises the Council President on all policy matters related to MTS, SANDAG, the Port, Airport, Binational, State and Federal affairs. He ensures the priorities of the San Diego City Council are uplifted to our State and Federal government entities and representatives. He also leads safe streets and active transportation policy.  

Prior to joining the District 9 office, Julio worked on several policy and advocacy initiatives related to housing/tenant rights, rent control, transportation, and public health. He has spent time working and living in Santa Cruz, Stockton, San Francisco and Oakland. More recently, he worked here locally at City Heights CDC focusing on community engagement for the Transportation and Planning department and led the establishment of the organization’s first rental assistance program.  

He was born and raised in San Diego and has family roots in Tijuana. He is a proud community member and resident of District 9 – City Heights and during his free time, he enjoys riding bikes, watching soccer, Padres baseball, MMA fights and trying new local craft beers. He received a BA in Latin American and Latino Studies, minor in Legal Studies from the University of California, Santa Cruz.
