Simple "No-Plan" Plumbing/Gas Permit
Homeowners, property owners and licensed contractors can obtain a Simple "No-Plan" Plumbing/Gas Permit for minor installations, including:
- Water heater replacements, except tankless types.
- Water or sewer piping repairs.
- Gas line or urgent/emergency gas leak repairs.
- Repair or replacement of drains.
- Water softener installations.
- Pressure Reducing Valves (PRV) for domestic service.
If your project is for a single-family home or duplex, select a Simple No-Plan Combination Permit (No-Plan - Residential - Combination Mech/Elec/Plum) when you initiate the application process, which can include any combination of electrical, mechanical equipment and/or plumbing/gas work.
Applicants will receive their permit normally within two business days. Inspections can be scheduled once the invoice is paid and the permit is issued.

Your project may require a historic review to determine conformance with the historic resources regulations if your project is located:
- On a site with a designated historic resource
- Within a designated historic district

Gas Line or Urgent/Emergency Gas Leak Repairs
First, report the gas leak by calling SDG&E at 1-800-411-7343, available 24 hours a day, seven days a week or call 9-1-1. Learn More.
Then, apply for a Simple No-Plan Combination Permit (No-Plan - Residential - Combination Mech/Elec/Plum).
Once the permit is issued, the gas line is pressurized with a connected test gauge, and the work is ready to be inspected. Call 858-581-7111 between 7 a.m. and 4 p.m., Monday through Friday, to schedule an emergency inspection.
