The City distributes a portion of its CDBG Entitlement and Program Income funds through a process known as the Annual Notice of Funding Availability (NOFA), which consists of two phases: the Request for Qualifications (RFQ) phase and the Request for Proposals (RFP) phase.

The deadline for RFP responses is January 9, 2019. RFP responses must be submitted via ED Grants.

Only organizations deemed "qualified" via the prior RFQ phase will be allowed to submit project proposals in the RFP phase.
