Three committee meetings fill our week on the heels of an extended City Council Meeting.  PS & LN has the quick turnaround and addresses the approval of federal funding.  ED & IR considers low income housing projects and Business Improvement Districts.  And the Environment Committee will consider water management plans and environmental reports from the Port of San Diego.

Public Safety and Livable Neighborhoods Committee – April 14, 2021 - 9 a.m.

 

Councilmember Monica Montgomery-Steppe chairs the PS & LN Committee Meeting which lists five items on the agenda.

 

Item 2 – FY 2022 Annual Action Plan for HUD Programs, FY 2022 Annual HUD Programs Allocations – This Item seeks to approve a FY 2022 Annual Action Plan for the City of San Diego U.S. Dept. of Housing and Urban Development programs.  The item proposes to accept, appropriate and expend the anticipated Community Development Block Grant, Emergency Solutions Grants and HOME Investment Partnerships Program FY 2022 Annual Entitlement Allocations.

 

Item 4 – Informational Update Regarding the San Diego Workforce Partnership’s TechHire Program – In September of 2020, the City Council approved a reduced allocation of $500,000 to support the TechHire program and requested staff return to PSLN in 6-months to provide an informational update on the program.

 

 

Item 5 – San Diego Urban Area Security Initiative Overview – The Urban Area Security Initiative program provides financial assistance to address regional multi-discipline terrorism preparedness in high-density urban areas.  This is an informational item.

 

Items also include:

• Item 1 - Agreement between the City San Diego and Bird Rock Community Development Corporation for the management and maintenance of the Bird Rock Maintenance Assessment District
• Item 3 - San Diego Police Department presentation on office and professional civilian staff wellness

 

 

Economic Development and Intergovernmental Relations Committee – April 14, 2021 - 2 p.m.

 

Councilmember Raul Campillo chairs the ED & IR Committee which will address seven items in its monthly meeting. 

Item 3 – FY 2022 Business Improvement District Budgets - The City’s BID program is a means to strengthen small business communities, create new jobs, attract new businesses, and revitalize older commercial neighborhoods across the City.  This item seeks to begin the process of the City Council appointing advisory boards, approving budgets and declaring intentions to collect annual assessments from businesses.

 

Item 4 – Amendment to Agreement Affecting Real Property – Hacienda Townhomes – This is a proposed amendment to the agreement which restricts rents at the 52-unit Hacienda Townhomes Project.   It will revise the definitions of household income and maximum rent to conform to San Diego Housing Commission’s affordability covenants.

 

Item 5 – Cedar & Kettner Senior Apartments Owner Participation Agreement – The proposed Owner Participation Agreement between the City and Cedar Kettner LLC provides a loan for the construction of the Cedar and Kettner Senior Apartments affordable housing project.  It will construct 64 units at the site located in Little Italy.  Almost all the units will be for very-low to low income seniors age 62 and older.

• Item 1 – First Amendment Park & Market Disposition and Development Agreement to remove requirement for Portland Loo in the public right of way.
• Item 2 - Second Amendment to Software License and Maintenance Agreement with Open Counter Enterprises Inc.
• Item 6 – Small Business Advisory Board Update

 

Environment Committee – April 15, 2021 - 1 p.m.

 

Councilmember Sean Elo-Rivera leads the Environment Committee Meeting with six items on the agenda. 

 

Item 1 – City of San Diego 2020 Urban Water Management Plan and 2020 Water Shortage Contingency Plan – The Public Utilities Department seeks the approval to these two related plans.  The UWMP includes a detailed water supply evaluation to ensure adequate supplies are available to meet existing and future demands. The WSCP increases water shortage response levels from four levels to six levels as required by updated State requirements. These response action levels will ensure availability of water supplies during times of drought or water shortages.

 

Item 4 - Port of San Diego: Maritime Clean Air Strategy - The Port of San Diego is developing a Maritime Clean Air Strategy to identify projects that will improve air quality and reduce greenhouse gas emissions, while continuing to transition to more efficient, modern, and sustainable operations. Representatives of the Port will present on the MCAS Discussion Draft.

 

Item 5 – Port of San Diego:  Wetland Mitigation Bank At Pond 20 - The Port of San Diego is proposing to create a coastal wetland mitigation bank at a Port-owned site in south San Diego Bay known as Pond 20. The establishment of a wetland mitigation bank at Pond 20 will be the first of its kind in San Diego Bay.

 

Item 6 – Edison Electric Institute: Investor-Owned Utilities and Energy Industry Trends - As part of the Environment Committee’s ongoing efforts to inform and engage the public on the City’s gas and electric franchise agreements, a representative from the Edison Electric Institute will provide an informational presentation on investor-owned utilities and energy industry trends, including examples of how they are carrying out gas and electric franchise agreements.

- Item 3 - Authorize an agreement with ICF Jones & Stokes for as-needed Professional Environmental Services
