The People's Business - Feb. 23, 2021

The excitement doesn’t stop with three committee meetings in the next two days.  Councilmembers will discuss items including, a performance audit of the City’s Climate Action Plan, potentially more compensation for a downtown park project and information on municipalization of electric and gas utilities.


Audit Committee Meeting – Feb. 24, 2021 – 9 a.m.


Councilmember Vivian Moreno chairs the Audit Committee Meeting which will hear three items on Wednesday morning. 


Item 1 - Performance Audit of the City’s Climate Action Plan – The Office of the City Auditor has found that the City can strengthen its Climate Action Plan by focusing on specific factors.  In its report, the Office of the City Auditor will address several issues that could improve implementation of its plan, including improving coordination, transparency and budgetary planning.


Also on the agenda is the City Auditors Monthly Activity Report (Item 2) and Audit Committee Priorities for Calendar Year 2021 (Item 3).


 


Active Transportation and Infrastructure Committee Meeting – Feb 24, 2021 – 2 p.m.


Councilmember Marni von Wilpert will review two items on the discussion agenda.


childrens park projectItem 1 – Amendment to the Compensation Agreement with Civic San Diego for the construction of the Children’s Park Improvements Project – In December of 2019, the City Council authorized Civic San Diego for the Children’s Park Improvement Project.  This will provide enhancements to a 1.4 acre park in Downtown’s Marina Neighborhood.  The amendment requests to expend an additional $1,000,920 for the purpose of construction of the project.


 


Item 2- Active Transportation and Infrastructure Work Plan for Calendar Year 2021 - This is an opportunity to Committee Members and the public to review the Active Transportation and Infrastructure Committee Work Plan for this calendar year.


 


Environment Committee Meeting – Feb. 25, 2021 – 1 p.m.


Councilmember Elo-Rivera Chairs the Environment Committee Meeting which will hear items regarding San Diego Community Power, municipalization of gas and electric utilities and an updated on the Pure Water Program Implementation.


 


Power LinesItem 3 – Presentation by American Public Power Association and California Municipal Utility Association: Municipalizing gas and electric utility systems - Municipalization refers to the process of transferring ownership of privately-owned utility transmission and distribution systems to a public entity.  Representatives of the American Public Power Association and the California Municipal Utility Association will provide an informational presentation on municipalization.


 


 


Item 2 – Cooperation and Administrative Services Agreement with San Diego Community Power - The City of San Diego is a member city of San Diego Community Power, a Community Choice Energy Program.  The Sustainability Department proposes to authorize the Mayor or his designee to execute the Cooperation and Administrative Services Agreement with San Diego Community Power.


 


Also on the agenda is a Pure Water Program Implementation Update (Item 4), the 2021 Environment Committee Work Plan (Item 5) and the First Amendment to the Agreement with Geosyntec Consultants, Inc to provide Technical Consultant Services for National Pollutant Discharge Elimination System (Item 1).
