The People's Business - November 9, 2021

The Public Safety and Livable Neighborhoods Commitee will consider changes to the fire code and get a final udpate from Falck Mobile Health before the company assumes emergency ambulance services in the City.   The Active Trasportation and Infrastructure Commitee will hear proposals on budget revisions for Capital Improvement Projects.  Please take time to honor our Veterans on Thursday, as their service was vital to our country.

 

Public Safety and Livable Neighborhoods Committee Meeting – November 10, 2021 – 9 a.m.

 

The PS & LN Committee Meeting Agenda lists two items on the Discussion Agenda and two informational items.

Fire Code ChangesItem 1 – Adoption of the 2019 California Fire Code & Associated Municipal Code Repeal and Adoption - Every three years the State of California adopts an updated version of the California Building Standards Code, which includes the California Fire Code. This is done in coordination with the State of California’s adoption of these codes.  After careful consideration, the Fire-Rescue Department is changing the format for its local amendments and additions to the California Fire Code to make the SDMC more user-friendly and efficient.

 

 

Age Friendly

Item 2 – Age Friendly San Diego Action Plan - The Age Friendly San Diego Action Plan was developed to increase livability with vitality and equity for people of all ages, with particular attention paid to the city’s evolving needs based on the percentage of adults over 50 years of age rapidly increasing.  Over the course of the past two years, with input from a diverse cross-section the city of San Diego residents, the Age Friendly San Diego team prepared an Action Plan (Attachment 1) to help make San Diego a more vibrant, equitable and livable community for all ages.

 

 

Kearny Vista ApartmentsItem 3 – San Diego Housing Commission’s Kearny Vista and Valley Vista Apartments - The San Diego Housing Commission will present an overview of the actions taken to prepare for site occupancy and operations before move-ins began at Kearny Vista and Valley Vista apartments, as well as the ongoing current operations and activities at these two former extended-stay hotel properties. The Housing Commission purchased these properties in November 2020 to create 332 affordable rental housing units with supportive services for individuals experiencing.   No action will be taken on this item.

 

FalckItem 4 – Falck Mobile Health Corp. Transition Status- Final Update - The City entered into a contract with Falck Mobile Health Corp. to provide Emergency Ambulance Service.  The contract includes a Transition Plan to ensure Falck will be ready to assume all services on November 27, 2021. This is the final update to the Public Safety and Livable Neighborhood committee regarding the status of the transition.

 

 

 

Active Transportation and Infrastructure Committee Meeting  November 10, 2021 – 2 p.m.

Item 1 - First Amendments to the As-Needed Landscape Architectural Design Consultant Agreements with Estrada Land Planning, Inc. (H166713), Schmidt Design Group, Inc (H166714) and Spurlock Landscape Architects (H166715)

 

CIPItem 2 – Fiscal Year 2022 Capital Improvements Program (CIP) Mid-Year Budget Monitoring Report and CIP Budget Revisions - The CIP Mid-Year Budget Monitoring Report presents a semi-annual review and monitoring overview of the City’s CIP available allocations and key funding source activity. This includes a request for City Council to approve budget adjustments that supplement the City’s capital budgeting and internal monitoring processes.

 

Item 3 – Consolidated Budget Revisions to Various FY22 Capital Improvements Program (CIP) Projects - The Engineering & Capital Projects Department (E&CP) is requesting authority to increase and reallocate appropriations in various Capital Improvement Program (CIP) projects on behalf of E&CP, Public Utilities, Transportation & Storm Water, and Park and Recreation Departments for the purposes of efficiently and effectively managing the CIP. A reallocation of funds is necessary to fund ongoing CIP projects due to adjustments in project scope, schedules, and costs.
