Homelessness Revenue Account Citizens Oversight Committee

In 2020, San Diego voters approved Measure C, a citizen’s initiative proposed to increase the City of San Diego’s transient occupancy tax (TOT) to fund the modernization and expansion of the San Diego Convention Center, homelessness services, and street repairs. The Measure required the City to establish a Homelessness Revenue Account and a seven-member Citizens Oversight Committee to provide input on the long-term funding strategy and make recommendations to the Mayor and Council relative to all Homelessness Revenue Account expenditures for homelessness programs, including plans, policies, funding guidelines, and funded projects.
