Chair: Select Committee on Homelessness

 

The Select Committee on Homelessness will primarily work to clarify and strengthen the City’s role in addressing homelessness. Detailed discussions will focus on current programs, new programs and solutions, funding mechanisms, various City departments’ efforts to address homelessness, and updating the City’s Comprehensive Homeless Council Policy 000-51, established in 1995.

Committee members include Chris Ward (Chair), Georgette Gomez (Vice Chair), Lorie Zapf and Chris Cate.

The Select Committee on Homelessness Committee meets one to two Wednesdays per month at 9:00 a.m. or 2 p.m. in the City Council Committee Room, 12th Floor, City Administration Building.

Vice Chair: Infrastructure Committee

 
The Infrastructure Committee's area of responsibility includes individual infrastructure projects related to water, wastewater, storm water, and parks with the exception of pure water. This encompasses capital improvement program (CIP), oversight of CIP streamlining, infrastructure finance, regional transportation improvement program, asset management, infrastructure condition assessment monitoring and implementation, neighborhood input on infrastructure needs and priorities, storm water infrastructure, public facilities financing plans, development impact fees, facilities benefit assessments, wastewater infrastructure, water infrastructure, city facilities, park infrastructure, multi-year CIP plan and transportation infrastructure, public works and ADA CIP projects.
 
Committee members include Mark Kersey (Chair), Chris Ward (Vice Chair), Lorie Zapf, and Georgette Gomez.
 
The Infrastructure Committee meets one to two Wednesdays per month at 2 p.m. in the City Council Committee Room, 12th Floor, City Administration Building.

Member: Environment Committee

The Environment Committee's area of responsibility includes programmatic policy matters related to water, wastewater, and storm water, and parks. These encompass the Clean Water Program, water management and policy, pure water including Capital Improvement Projects (CIP), energy (solar, property assessed clean energy programs, green), multiple species conservation program, solid waste disposal, recycling, air quality standards, hazardous waste, regional parks, open space, public utilities, golf, utility undergrounding, franchise agreements, storm water management and policy, Climate Mitigation and Adaption Plan (CMAP), wastewater management and policy, independent rates oversight committee, indirect potable reuse/direct potable reuse, recycled water, graywater, San Diego County Water Authority, wildlife management, environmental services and environmental policy.
 
Committee members include David Alvarez (Chair), Chris Cate (Vice Chair), Chris Ward, and Scott Sherman.
 
The Environment Committee meets one to two Thursdays per month at 2 p.m. in the City Council Committee Room, 12th Floor, City Administration Building.

Member: Public Safety and Livable Neighborhoods Committee

 
The Public Safety and Livable Neighborhoods Committee's area of responsibility includes police, fire, neighborhood parks, recreation programs, youth services, senior services, maintenance assessment districts, community development block grants, code enforcement, graffiti abatement, lifeguards, veteran’s services, libraries, homeless services, consumer protection, homeland security, volunteerism, special event permits, emergency medical services, gang prevention and intervention and citizens review board on police practices.
 
Committee members include Chris Cate (Chair), Barbara Bry (Vice Chair), Lorie Zapf, and Chris Ward.
 
The Public Safety and Livable Neighborhoods Committee meets one to two Wednesdays per month at 2 p.m. in the City Council Committee Room, 12th Floor, City Administration Building.

The Rules Committee's area of responsibility includes the charter, permanent rules of council, open government, elections and ballot measures, annexations, boards and commissions, council initiated matters, communications, customer service and public outreach.
