Advisory Division: Lawyers in this Division advise the Mayor, City Council, and the various departments within the City. The five sections include: Environment & Land Use Section, Government & Finance Section, Infrastructure Section, Neighborhood Services Section, and Public Services & Public Safety Section.

Civil Litigation Division: Lawyers in this Division defend the City and its employees against civil lawsuits, and file lawsuits on behalf of the City of San Diego. The four units include Affirmative Civil Enforcement (ACE) Unit, General Litigation Unit, Land Use Litigation Unit  and Workers' Compensation Unit.

Criminal Division: Lawyers in this Division represent the People of the State of California and prosecute misdemeanors such as driving under the influence and battery. The five units include Appellate Unit, Case Issuance Unit, Domestic Violence & Sex Crimes Unit, General Trial Unit, and Special Prosecutions Unit.

Community Justice Division: Lawyers in this Division represent the People of the State of California and specialize in the following areas - Nuisance Abatement Unit, Neighborhood Justice and Collaborative Courts Unit, and Community Justice Initiative.
