Parks and Recreation Board

The Parks and Recreation Board is authorized under San Diego Municipal Code Section 26.30 with the following duties:

  • Act in an advisory capacity on matters relating to the acquisition, development, maintenance, and operation of parks, beaches, and recreation properties and facilities
  • Review and consider adoption of new and amended General Development Plans for parks and recreation facilities in accordance with Council Policy 600-33
  • Consider the annual budget for parks, recreation, and beaches during the process of its preparation and make recommendations on budgetary priorities
  • Provide feedback on a variety of Parks and Recreation Department initiatives, including:
    • Development and monitoring of the operating budget and capital budget
    • Implementation of the Parks Master Plan, individual park master and precise plans, and general development plans
    • Creation of and updates to Department policies and procedures
    • Development of equitable recreational programming
    • Care and maintenance of park features
    • Guidance on various operational matters, such as permits, opportunity fund (Council Policy 700-48), fee and charges, sports leagues, special use permits, and childcare consistent with San Diego City Charter Section 55
  • Consider requests for new names for parks and park amenities in accordance with Council Policy 900-20
  • Promote and stimulate public interest for parks and recreation in the community
  • Solicit the cooperation of school districts for the ongoing joint use program
  • Perform other duties to promote, publicize, and improve the City's Park System

Regional Park Improvement Fund Oversight Committee

The Parks and Recreation Board also serves as the Regional Park Improvement Fund Oversight Committee, which was authorized by San Diego City Charter Section 55.2 with the following duties:

  • Meet at least quarterly
  • Review the implementation of Charter Section 55.2 as related to the Regional Park Improvement Fund
  • Receive and review the annual audit conducted by the Office of the City Auditor
  • Consider requests for the annual budget and for reallocations of funds between projects during the fiscal year
  • Recommend priorities for expenditures and capital improvements in accordance with the regional park master plans
  • Receive reports to ensure the funds are collected, segregated, retained, allocated, and expended in compliance with the law

Membership

The Board consists of 11 members who are appointed by the Mayor and confirmed by the City Council.

Length of Term

The members serve two-year terms, for a cumulative maximum of eight years.

Members must file a Statement of Economic Interests upon appointment, annually and when leaving the advisory group.

Staff

The Parks and Recreation Director serves as Secretary to the Board.

Meeting Schedule

The Board meets the third Thursday of the month, 2 p.m. in the Balboa Park Club Ballroom located at 2150 Pan American Road W., San Diego 92101 unless otherwise noted on the meeting agenda. Meetings are generally not held during the months of August and December.
